Sealed bids for Leland Library Expansion in Leland, North Carolina, will be received from qualified bidders by the Owner, the County of Brunswick, until 3:00 PM, prevailing time, Thursday, March 4, 2010 and at said time, will be publicly opened and read aloud in the “Training Room” on the 2nd floor of the David R. Sandifer County Administration Building for the County of Brunswick, 30 Government Center Drive, NE Bolivia, North Carolina 28422. If the bid is mailed to the Owner, the bidder must place the “sealed bid” envelope into a separate mailing envelope and clearly mark it as a “sealed bid” with the instructions:

The scope of work for the above mentioned project is as follows:
The library shall remain in operation during the construction period. The contractor shall provide all necessary temporary supports, barriers and protective measures to allow the public to come and go safely and for the library to conduct business as usual to the best that circumstances allow. The contractor shall remain in constant communication with the library manager to coordinate the best times to temporarily close the library when needed. Any temporary closures should be held to a minimum. The contractor shall provide selective demolition to various parts of the existing library during different stages of the project, including but not limited to the front entry, the north and east end walls of the existing library, some existing exterior windows, and a portion of the existing roof. The demolition also includes earthwork, grading and grubbing of the existing site within the specific areas of construction. The work shall include the construction of an approximately 3,600 square foot expansion on north, east and west sides of the existing library with footings, foundations, wood trusses, wood frame walls, batt insulation, sound batts at selected interior walls, plastic laminate casework, floor, ceiling and wall finishes, sidewalks, ramps and railings, hollow metal and aluminum exterior doors, wood interior doors, recessed projection screens, clad wood windows, new standing seam metal roof (over entire building), interior and exterior lighting, data and telephone outlets, split-system HVAC units and landscaping. The new spaces will include, but shall not be limited to a Vestibule, a Reading Area, a Children’s Area, Meeting Room with a foldable sound partition, Stack Areas, a Break and Storage Room, two new Toilet Rooms and a covered side entrance. This work shall also include all associated and required plumbing, mechanical and electrical connections.
Bidding documents are available for inspection at the offices of the Architect, the plan rooms of AGC, CMD, Dodge and Raleigh-Durham-Triad Minority Business Development Center, 205 Fayetteville Street Mall, Raleigh, North Carolina. Bidding documents may be obtained through the Architect upon deposit of ONE HUNDRED FIFTY DOLLARS ($150.00).
NOTE: Deposits are refundable to bonafide bidders only upon receipt of plans returned in good, usable condition within fifteen (15) days after the opening of bids.
Bids will be binding for a period of sixty (60) calendar days from the date bids are opened. All bids are to be accompanied with a bid bond or certified check of not less than five percent (5) of the base bid. Bidders attention is directed to the requirements of the construction schedule, which is a part of the bidding documents and to the liquidated damages conditions outlined in the Supplementary Conditions. Bids are to be submitted on the Form of Proposal provided and in strict accordance with the Instructions to Bidders Section of the Project Manual for this project. All bids must comply with the laws of the State of North Carolina.
A Pre-Bid Conference will be held on Thursday, February 18, 2010 at 2:00 PM, at the site of the existing Leland Branch Library located in Leland, North Carolina.
The County of Brunswick encourages participation by minority businesses to submit bids for this construction project. The Owner shall award public contracts without regard to race, religion, color, creed, national origin, sex, age, or handicapping condition.

Notice is hereby given for sealed bid-proposals to be received at the office of the Assistant County Manager, County of Brunswick, North Carolina, located in the David R. Sandifer County Administration Building, 30 Government Center Drive, Bolivia, NC 28422 up to February 5, 2010 at 3:00 PM, at which time they will be publicly opened and read. No proposal will be considered or accepted unless, at the time of its submission, the same shall be accompanied by cash, cashier’s check or certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount of not less than five percent (5%) of the total proposal and payable to the County of Brunswick. In lieu of making the cash deposit as described above, the bidder may file a bid bond executed by a corporate surety, licensed under the laws of North Carolina to execute such bonds, in the amount of five percent (5%) of the bid proposal amount.
Sealed bid-proposals should be clearly marked as such on the exterior envelope with pricing contained in a separate, sealed and clearly marked envelope. Proposals received after the specified date and hour will be returned unopened.
Bid-proposals will be technically evaluated and will be taken under advisement. Brunswick County reserves the right to reject any and all bids and select the bid deemed in the best interest of Brunswick County from among those received.
Detailed written technical information, required forms/documents, and responses will be required from all of the Vendors as described in the specifications. Failure of any vendor to furnish all required information may disqualify that particular vendor.
The right is reserved by Brunswick County to reject any and all bid-proposal and to waive any irregularity therein, to determine which is the most responsible bid-proposal most suitable to Brunswick County.
All offerings will be considered provided they meet the same published specifications.
Vendor shall provide firm pricing per unit, applicable for the remainder of the manufacturer's current model year, upon which Brunswick County may purchase additional units if it is satisfied with the performance of past vehicles. This does not obligate Brunswick County to order additional vehicles from the same vendor if it is not satisfied with past performance or if budgets do not permit additional purchases.
