Brunswick County Engineering is requesting proposals from qualified engineering, water resource, and environmental firms for the surveying, design, and permitting services for approximately 8,600 LF of twelve-inch transmission water main along the Hwy. 74/ 76 corridor near the City of Northwest. This new main will connect existing dead-end water mains located near Mintz Drive NE and Old Maco Road NE.

At a minimum all proposals should include the following information:

1. Qualifications of the employees who will be assigned to the project. The project manager and other key team members should be clearly identified. If subconsultants are to be used for any portion of the work they also should be identified, and their qualifications included.

2. Firm experience on similar projects. The proposal should include a description and contact person for projects similar in size and scope to this one. Please limit to seven projects over the past five years.

3. A project schedule for the surveying, design, and permitting phases. The schedule should also include time for county staff review and comments at the 30%, 60%, and 100% plans phase. Please note at this time the project is not funded for construction.

Note: based upon previous county water line projects in this area we expect the route selection to be challenging and may involve limited NCDOT ROW availability, possible wetlands crossings, and probable public utility easement mapping and acquisition

4. A brief description of the project approach to be used by the firm should be included.

5. A brief discussion of the firm’s ability to meet budget constraints on the project should be included. This includes an estimate of man-hours to complete the surveying, design, and permitting tasks.

Brunswick County reserves the right to select the firm that best meets its needs for
this project and to negotiate a final scope of work that reflects the work to be completed.

MINIMUM SCOPE OF WORK

A. ROUTE SELECTON AND SURVEYING
The consultant shall assist the county with selection of the best route for the new water main along the Hwy. 74/ 76 corridor. Consultant shall provide base mapping of the route inclusive of all aboveground and underground features using the latest digital aerial photos and other record data. Properties shall be identified with the owner’s name and the parcel ID number.

B. WETLANDS DELINEATION
The consultant shall perform wetlands delineation sufficient for all USACE and NCDEQ permitting. Wetland areas that are sufficiently dry that would allow temporary impacts to wetlands shall be evaluated for pipe installation using open trench methods.

C. GEOTECHNICAL INVESTIGATION
The consultant shall perform any needed geotechnical evaluations at all likely directional drill and / or cased bore installation locations.

D. EASEMENT MAPS
If needed, the consultant shall prepare easement maps suitable for recording in accordance with all county Planning, Zoning, and Register of Deed regulations. It is anticipated that public utility easements will be required for this project.

E. PLANS PREPARATION
The consultant shall prepare plans in accordance with the county’s technical specifications and standard details and suitable for all required state regulatory agency permitting. At the 30%, 60%, and 100% stage the consultant shall review the plans with county staff and address all staff comments.

F. PERMITTING

After staff approval of the 100% design plans the consultant shall submit to all required regulatory agencies for permitting for all permits required for the water main project. This shall include, but is not limited to, NCDEQ-PWSS, NCDELMR-Land Quality, NCDOT, USACE, etc.
