Deadline to appeal Brunswick County 2023 assessed property values is Monday, April 24 at 5 p.m.

Brunswick County property owners recently received their new assessed value notices following the successful completion of the 2023 Revaluation. Property owners can also see their latest assessed value on the Tax Office’s online Property and Tax Information Database.

All property owners have the right to appeal their values. The final date to request an appeal for 2023 assessed values is when the Brunswick County Board of Equalization and Review adjourns, which is set for Monday, April 24, 2023, at 5 p.m.

You can submit an appeal online, by mail, or in person. Learn more about the process at brunswickcountync.gov/appeals.

The property owner is responsible for supplying information which supports their opinion of market value for the property in question. Such information may include a recent appraisal, perk tests, or recent sale price (typically 12-18 months prior to the Jan. 1, 2023, effective date) of comparable properties.

A change in value can only be considered if the real property owner can provide the appropriate documentation/evidence that the appraised value is substantially over or under market value. Here are some examples of valid and invalid reasons to appeal your value:

Valid Reasons to Appeal your Value
  • Property value is significantly higher or lower than its actual fair market value as of Jan. 1, 2023.
  • Property value is inconsistent with the values of similar properties. (You can use the Brunswick County Tax Office’s Property Record Card search tool to see the latest data on market values and sales for your property and other properties in your area.)
Invalid Reasons to Appeal your Value (Appeals cannot be considered for the following reasons)
  • Percentage increase or decrease from the previous assessed value.
  • Percentage increase or decrease as compared to any area’s average increase or decrease (county, region, area, neighborhood, etc.)
  • Your financial ability to pay any anticipated tax. (Note: An increase in your property value does not necessarily mean your tax bill will increase.)

In order to process appeals as efficiently as possible, the appeals will be completed in the order the signed appeal form is received. Unscheduled appointments and phone calls create delays in the processing of appeals, so staff advise and encourage you to sign and submit the appeal form to ensure the opportunity to appeal is not missed and that it is correctly documented.

There are three levels to the appeals process:

  1. Informal Review: An informal appeal with the Brunswick County Tax Office to discuss your property’s characteristics. If you are not satisfied with the results of this meeting or phone call, you may appeal to the Board of Equalization and Review.
  2. Formal Appeal: This is a hearing, made by appointment only, before the Brunswick County Board of Equalization and Review. If you are not satisfied with the results, you may then appeal to the North Carolina Property Tax Commission in Raleigh.
  3. PTC Appeal: This is a hearing made by appointment only before the North Carolina Property Tax Commission in Raleigh.

It is impossible to determine how your new assessed value affects your next property tax bill until the local governments and/or other public entities that serve your property adopt their FY 2024 operating budgets and set tax rates (typically in late spring/early summer). Because of this, be cautious of claims about how much property taxes are increasing or changing, whether by dollars or percentage. An increase in your property value does not necessarily mean your tax bill will increase.
