[ARCHIVED] Here’s what you missed at the March 4 Brunswick County Board of Commissioners regular meeting

MEDIA RELEASE

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, March 4, 2024.
 

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agenda and Minutes Portal.
 

Brunswick County live streamed this meeting via Zoom. This meeting was set up for live streaming only and was not recorded or archived. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

VI. Administrative Report

1. Administration – Planning: Unified Development Ordinance, Tree and Greenspace Regulation, and Traffic Impact Analysis Updates: The Board received an update on Planning action items and provided the following direction on moving forward with recommended UDO amendments:
 
The Board unanimously approved a motion to send the six proposed UDO amendments presented by staff to Planning Board for consideration without prejudice. (Note: These are only proposed amendments and could be amended or removed.)

    • Add a canopy/understory tree requirement per lot (based on type of use). There is currently no tree planting requirement. 
    • Establish a tree canopy percentage for open space within a development.
    • Add buffer width requirements for developments adjacent to agricultural uses (there is currently no buffer required for like-zoned properties).
    • Increase buffer widths and opacity requirements for developments along certain roadways.
    • Reduce the allowable floodplain/wetland that can be calculated as part of the open space requirements.
    • Update the Planting List based on feedback from NC Cooperative Extension. 

The Board unanimously approved a motion to expedite the selection and hiring of a consultant to update the Unified Development Ordinance (UDO). 

 

The Board moved 3-2 to direct staff to administratively require the TIA after Planning Board approval of projects and direct staff to bring back a more detailed analysis of the scoping procedure. (Yes: Forte, Cooke, Williams; No: Thompson, Sykes)
 

2. Administration – Resolution to Seek Special Legislation to Establish Tree Removal Regulations: The Board unanimously tabled discussion and potential action on the resolution until the March 18 meeting to have staff revise the resolution to include specific language on heritage tree protection and clearcutting practices and include a letter defining the County’s plan to focus on those areas should the North Carolina General Assembly approve the County’s request to be granted the authority to create a special tree ordinance. 

3. Planning – Brunswick County Comprehensive Transportation Plan (CTP): The Board unanimously adopted the resolution supporting the Brunswick County Comprehensive Transportation Plan presented by NCDOT.

VII. Board Appointments

1. Clerk to the Board – Fire Fee Committee Appointments for Districts 1 and 3: The Board unanimously appointed Toni Bennett for appointment to the District 1 vacant seat and tabled the appointment for District 3’s vacant seat until the March 18 meeting.

VII. Board Appointments

  1. Clerk to the Board – Fire Fee Committee Appointments For Districts 1 and 3: Request the Board appoint one member for vacated District 1 and one member for a vacated District 3 committee seat.

Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
