[ARCHIVED] Here’s what you missed at the March 18 Brunswick County Board of Commissioners regular meeting

MEDIA RELEASE

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, March 18, 2024.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agenda and Minutes Portal.

Brunswick County live streamed this meeting via Zoom. This meeting was set up for live streaming only and was not recorded or archived. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

The next regular meeting is scheduled for Monday, April 1 at 3 p.m.

V. Approval of Consent Agenda

The Board of Commissioners unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agenda and Minutes Portal

VI. Presentation

  1. Administration – NCDOT Presentation – Traffic Impact Analysis Process and Options: The Board received a presentation from Scott James, Transportation Planning Engineer, and Ben Hughes, District Engineer, from NCDOT on the Traffic Impact Analysis process and reviewed available options. 
     
    Commissioner Sykes made a motion to require the Traffic Impact Analysis to be completed before a proposed project that requires such analysis is presented to the Planning Board for consideration. The motion was denied 3-2 (Yes: Thompson, Sykes; No: Forte, Cooke, Williams).
     
    Commissioner Williams made a motion to table discussion on moving when the Traffic Impact Analysis is required in the planning process to the April 1 regular meeting to allow more time to review the presentation information. The Board moved 4-1 to approve tabling the discussion until the April 1 meeting (Yes: Thompson, Forte, Cooke, Williams; No: Sykes).

  2. Clerk to the Board – National County Government Month Proclamation: The Board unanimously approved the National County Government Month Proclamation.

  3. Clerk to the Board – Proclamation – Honor Flight 2024: The Board unanimously adopted the proclamation recognizing the Honor Flight of the Cape Fear Area.

VII. Public Hearings

  1. Clerk to the Board – Public Hearing Regarding the Installation of Infrastructure and Purchase of Real Property for Economic Development Purposes: The Board held a public hearing regarding the installation of utility infrastructure and acquisition of real property for economic development purposes pursuant to NCGS 158-7.1. There was one request to speak. The Board unanimously authorized the County Manager to execute a purchase contract for the property subject to review and approval by the County Attorney.

VIII. Administrative Report

  1. Administration – Resolution – Tree Standard Regulation Request to NC General Assembly: The Board unanimously moved to approve tabling discussion on the resolution until the April 1 regular meeting to allow the Board time to review and potentially add to or revise the resolution. The draft resolution requests the NC General Assembly to grant the County the authority to establish tree regulations related to heritage tree protections and clear cutting not associated with forestry activity.

  2. Sheriff’s Office – Notice of Award & Agreement – Inmate Medical RFP: The Board moved 4-1 to award and approve the agreement with Wellpath LLC for the Sheriff's Office Detention Center Inmate Healthcare Services (Yes: Thompson, Forte, Cooke, Williams; No: Sykes). The agreement is for a one-year term valued at $2,101,695.

IX. Board Appointments

  1. Clerk to the Board – Fire Fee Committee Appointments For District 3: The Board unanimously appointed Robert Cobb for the vacated District 3 Committee seat.

Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
