[ARCHIVED] Here’s what you missed at the April 15 Brunswick County Board of Commissioners regular meeting

MEDIA RELEASE

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, April 15, 2024.
 

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agenda and Minutes Portal.
 

Brunswick County live streamed this meeting via Zoom. This meeting was set up for live streaming only and was not recorded or archived. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

 

The next regular meeting is scheduled for Monday, May 6 at 3 p.m. A special meeting will also take place on Monday, May 6 from 9 a.m. to 3 p.m. for the Board of Commissioners Fiscal Year 2025 (FY 2025) Budget Workshop. The public is welcome to attend these meetings.

V. Approval of Consent Agenda

The Board of Commissioners unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agenda and Minutes Portal

 

VI. Presentations

  1. Lineman Appreciation Proclamation 2024: The Board unanimously adopted the Lineman Appreciation Day proclamation as April 18, 2024.
     
  2. Proclamation for Child Abuse Prevention Month: The Board unanimously adopted the proclamation recognizing April as Child Abuse Awareness Month in Brunswick County.
     
  3. National Correctional Officers Week Resolution: The Board unanimously approved a resolution to formally recognize National Correctional Officers Week (May 5-11, 2024).
     
  4. 2024 Drinking Water Week: The Board unanimously adopted a proclamation recognizing May 5-11, 2024, as Drinking Water Week.

VII. Public Hearings

  1. Finance – Water and Sewer System Development Fees: The Board held a public hearing on the Brunswick County Water and Sewer System Development Fee Analysis prepared by Remington & Vernick Engineers with no modifications and after addressing comments from the 45-day public review of the analysis posted on the county's website. There were no requests to speak at the public hearing. Staff provided a brief review of the findings from the analysis and addressed questions from the Board. The analysis is available on the Brunswick County Agenda and Minutes Portal

    The Board unanimously moved to adopt the report’s findings. This action was not a decision on what system development fees the Board will consider adopting in the FY 2025 budget. Staff will provide a recommendation on what fees to use in the FY 2025 proposed budget, which will be presented to the Board at the special workshop on Monday, May 6. 

    Note: System development fees are one-time fees for new permitted developments joining either or both of the County’s utilities systems. Fees also apply to properties transitioning from private well and/or septic systems to the County’s system(s). These fees help cover the costs associated with increasing a system’s capacity to accommodate the projected growth and additional demands on the system. 

    These fees also protect current customers from taking on the financial burden to expand system capacity. Any changes to the County’s system development fees will not impact existing Brunswick County Public Utilities water and/or sewer customers. 
  2. Public Housing – Annual Public Hearing Public Housing Agency Goals: The Board conducted a public hearing to receive comments or suggestions on the Public Housing Agency’s goals, objectives, and policies. There were no requests to speak at the public hearing. No action was taken on this item.
  3. Planning – Proposed Brunswick County Unified Development Ordinance Text Amendment Related to Roadways in Industrial and Business Parks Planned Developments: The Board conducted a public hearing on the proposed text amendment to the Brunswick County UDO to address challenges and needs related to roads in new industrial and business park development. The text amendment will allow roads to be constructed after subdivision plats are recorded and prior to the issuance of a Certificate of Occupancy (CO) within Industrial and Business Parks Planned Development in conjunction with an approved Shell Building Agreement with Brunswick County that ensures all temporary access will meet or exceeds the fire code. There were no requests to speak at the public hearing. The Board unanimously adopted the recommended text amendment and the consistency statement.
  4. Planning – Proposed Brunswick County Unified Development Ordinance Text Amendments Related to the Voluntary Agricultural District (VAD): The Board conducted a public hearing on the proposed text amendment to the Brunswick County UDO from the Voluntary Agricultural District Board to change Section 4.9., Voluntary Agricultural District Program & Section 2.5., Agricultural Advisory Board of the UDO to align better with state standards, the state model ordinance, and to add an Enhanced Voluntary Agricultural District option known as EVAD. There were two requests to speak at the public hearing. The Board unanimously adopted the recommended text amendment to the Brunswick County UDO and the consistency statement.

VIII. Board Appointments

  1. Board Appointment Board of Equalization and Review: The Board unanimously appointed the following individuals to the vacancies for Districts 3 and 4. The open vacancy for District 2 will be considered at a future meeting. 
    • Lisa Propst (District 3)
    • James Spencer (District 4)

Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
