MEDIA RELEASE
BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, Aug. 5, 2024.
Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.
Brunswick County live streamed these meetings via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.
The next regular meeting is scheduled for Monday, Aug. 19 at 6 p.m.

Note: Commissioner Pat Sykes was not present for this meeting due to being out of town.
III. Adjustments/Approval of Agenda
The Board of Commissioners unanimously approved (4-0) the agenda with the following additions:
- Added a presentation from Emergency Management Director David McIntire on preparations for Hurricane Debby and the recent FEMA-graded Hostile Action Based (HAB) exercise that took place Tuesday, July 30.
- Added a closed session at the request of the County Attorney.
V. Approval of Consent Agenda
The Board of Commissioners unanimously approved (4-0) the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal.
VI. Presentations
- Governing Board – Certificate of Excellence in Financial Reporting and Distinguished Budget Presentation Award: The Board received a presentation of the Government Finance Officers Association Certificate of Excellence in Financial Reporting and Distinguished Budget Presentation Award. No action was taken.
- Communications – Presentation on Recommended Strategic Planning Dashboard Solution: The Board heard a presentation on the recommended Envisio strategic planning dashboard solution and unanimously approved (4-0) for staff to appropriate additional funds and authorize staff to execute a contract based on the proposed agreement following the County Attorney's review and approval of final terms.
- Health Services – Proclamation for International Overdose Awareness Day: The Board unanimously proclaimed (4-0) Aug. 31, 2024, as Overdose Awareness Day in Brunswick County.
- Information Technology – Presentation: AV Platform Recommended Solution – BOC Chambers: The Board heard a presentation of the proposed system and unanimously approved (4-0) for staff to proceed with procurement of the recommended audio-video solution for the Commissioners Chambers.
VII. Administrative Report
- Administration – GSTATS Boundary Area Expansion: The Board received information from staff on the proposed GSATS Boundary Area expansion options and unanimously moved (4-0) to not support any of the proposed options.
- Administration – Transfer of Property to Brunswick County Board of Education: The Board unanimously approved (4-0) transferring Tax Parcels 15200058and 1370000806 to the Brunswick County Board of Education contingent upon the school district using the parcels as a future school location only.
VIII. Board Appointments
- Clerk to the Board – Board Appointments Board of Equalization and Review, and the Substance Use, Addiction, and Mental Health Commission (SUAMHC): The Board unanimously appointed (4-0) Jim Hardy as the District 2 representative to the Board of Equalization and Review. The Board unanimously appointed (4-0) Jennifer Faircloth as the Brunswick County Board of Education appointee to the Substance Use, Addiction, and Mental Health Commission, and unanimously appointed (4-0) Cecelia Peers as the mental health provider representative to the SUAMHC.
X. Closed Session
- The Board unanimously moved (4-0) to enter into closed session pursuant to G.S. 143-318.11(a)(3) to consult with the County Attorney. No action was taken.

BOLIVIA, N.C. – The Brunswick County Board of Commissioners will meet for a regular meeting at 3 p.m. this Monday, Aug. 5, 2024. The public is welcome to attend in person or watch live online via Zoom (details below).
The commissioners’ chambers are on the first floor of the David R. Sandifer Administration Building at 30 Government Center Drive in Bolivia (28422).

Note: The Board of Commissioners is not reviewing any proposed Unified Development Ordinance text amendments related to trees, landscaping, and greenspace or the addition of a Transportation Overlay Zone during the Aug. 5 board meeting.
During the July 8 meeting, the Board directed staff to continue to review and discuss the proposed text amendment with members of the development community and to readdress the items during the Aug. 19 regular meeting (tentative).
When the proposed UDO text amendments are returned before the Board of Commissioners at a public meeting, Brunswick County will announce it through several channels including our website, Sunshine List (email), and social media so community members and media partners know when and how to participate. Request the Board approve the appointment of Jennifer Faircloth as the Brunswick County Board of Education appointee to the Substance Use, Addiction, and Mental Health Commission, and with the recent addition of the mental health charge to the SUAMHC, a mental health provider to be appointed, and approval of the appointment Cecelia Peers as the Trillium representative.
Public Comment and Hearings
Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.
Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
