BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting at 6 p.m. this Monday, May 19, 2025

Staff presented the official FY26 recommended budget to the Commissioners during this meeting. No vote was taken on the recommended budget. The recommended budget can be viewed in the Brunswick County Agendas and Minutes Portal and at brunswickcountync.gov/budget.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

The next regular meeting is scheduled for Monday, June 2 at 3 p.m. The Board will hold a public hearing on the FY26 recommended budget during this meeting. The public is welcome to attend and speak at the public hearing.

III. Adjustments/Approval of Agenda

The Board unanimously approved the agenda with the following amendment:

  • Introduction of new Operation Services Director Robert Billingham 

V. Approval of Consent Agenda

The Board unanimously approved the consent agenda as previously amended. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal

VI. Presentations

  1. Cooperative Extension – Presentation of the 2025 Brunswick County 4-H Youth Council: The Board received a presentation from Brunswick County 4-H regarding the inaugural cohort of the 2025 Brunswick County 4-H Youth Council. No vote was taken.

VIII. Administration Report

  1. Administration – Lockwood Folly Dredging Project: The Board unanimously authorized the transfer of $186,125 to the NC Department of Environmental Quality (DEQ) as the required local match for a project to dredge the navigation channel at the Lockwood Folly Inlet. 
     
  2. Administration – Recommended Budget Ordinance, Capital Improvement Plan, and Schedule of Fees for FY 2026: The Board received the recommended budget ordinance, capital improvement plan, and schedule of fees for FY 2026, and scheduled a public hearing on the matter for June 2, 2025, at 3 p.m. No vote was taken on the recommended budget. 

VIII. Board Appointments

  1. Clerk to the Board – Planning Board / SUAMHC / Nursing Home & Adult Care Community and 2025 Annual Board Appointments: The Board took the following actions for the various boards/committees/commissions the Commissioners are responsible for appointing. 
    • Substance Use, Addiction, & Mental Health Commission (SUAMHC): The Board unanimously appointed Emma Long (Sheriff’s Appointee)
    • Planning Board (At Large): The Board unanimously approved Howard Stocks to the at-large seat vacated by Allen Brittain
    • Nursing Home and Adult Care Home Community (District 4 and District 5): The Board unanimously approved Kimberly McRoy (District 4) and Patricia McDaniel (District 5); appointees for other districts will be considered in the future once candidates have completed required training
    • Planning (At Large): The Board moved 4-1 to reappoint Bill Bittenbender (Yes: Cooke, Forte, Thompson, Williams; No: Sykes)
    • Annual Seat Appointments/Reappointments – Boards by District for Re-appointment: The Board unanimously approved reappointing the remaining individuals in this section as listed in the Agenda Packet 
    • Appointments by other entities to be approved by the Board of Commissioners: The Board unanimously appointed the individuals in this section as listed in the Agenda Packet
    • Library Board (District 5): The Board unanimously appointed Stephen Zerio
    • Southeastern Economic Development (At Large): The Board unanimously appointed Gary Shope 
    • Board of Equalization & Review (E&R) (Alternate): The Board unanimously appointed Bertha Bell
    • Planning Board (At Large): The Board moved 4-1 to appoint Cecelia Herman (Yes: Cooke, Forte, Thompson, Williams; No: Sykes)
    • Juvenile Crime Prevention Council (JCPC) (Two Seats): The Board unanimously appointed Martha Jacobs and Johnna Lattin
    • Health & Human Services Advisory Board: The Board unanimously appointed Larry Mitchell (Engineer Appointee) and Tammy Waterman (Pharmacist Appointee)

X. Closed Session

  1. Clerk to the Board – Closed Session: The Board unanimously moved to enter closed session pursuant to N.C.G.S. 143-318.11(a)(1), (3), (5), and (6) to approve closed session minutes, consult with its attorney in order to preserve the attorney-client privilege, to discuss the acquisition of property, and to discuss personnel. No vote was taken after returning from closed session.

Board of Commissioners receive FY26 recommended budget during regular meeting Monday, May 19

Media Inquiries: Media are requested to contact Brunswick County Communications by noon on the day of the meeting to help facilitate requests for interviews before or directly after board meetings. Brunswick County will post a recap of the meeting with actions taken at brunswickcountync.gov.

Public Comment and Public Hearings

Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
