PUBLIC NOTICE

The Brunswick County Board of Commissioners met for a regular meeting at 6 p.m. this Monday, July 21, 2025.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

The next regular meeting is scheduled for Monday, Aug. 4 at 3 p.m.

III. Adjustments/Approval of Agenda

The Board unanimously approved the agenda as amended:

  • Removed the Presentation item titled Code Administration – Proposed Revisions to Fire Prevention Ordinance from the agenda to be considered at a future meeting.  

  • Moved the Administrative Report item titled Utilities – CDM PSA Amendment # 6 NWWTP Expansion Project to be considered after return from Closed Session. 

V. Approval of Consent Agenda

The Board unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal

VI. Presentations

  1. Administration – Potential Ordinance Changes and Approaches to Address Stormwater and Flooding Concerns: Staff provided a presentation on potential changes to the Brunswick County Stormwater Ordinance and Flood Damage Prevention Ordinance and approaches to address flooding and stormwater concerns. Staff requested direction from the Board on potential changes to these ordinances and ways to address these concerns.
     
    The Board directed staff to return at a future meeting (likely in August or September) with a more complete plan of possible solutions and options based on best practices and what is permitted under state law. The Board also directed staff to research on other counties or cities in North Carolina that have a stormwater utility, particularly those that are more rural/similar to Brunswick County, and potential costs for a feasibility study on creating a stormwater utility. No vote was taken. The presentation is available on the Agendas and Minutes Portal.

  2. Cooperative Extension – Brunswick County Voluntary Agricultural District Informational Video: The Board viewed an informational video created for the Brunswick County Voluntary Agricultural District. VII. Public Hearings

  1. Administration – Application for No Wake Zone - Oak Island Bridge: The Board held a public hearing on the proposed application to the NC Wildlife Resources Commission to create a no wake zone in the intracoastal waterway adjacent to the Oak Island Bridge. There was one request to speak. The Board unanimously approved submitting the application to the NC Wildlife Resources Commission and to include a letter of recommendation to consider moving the no wake zone even further.
     
  2. Clerk to the Board – Commercial Property Assessed Capital Expenditure (C-PACE) Program and Resolution: The Board held a public hearing for consideration of the C-PACE program and the proposed resolution. There were no requests to speak. The Board unanimously approved the resolution for the C-PACE program.

VIII. Administrative Report

  1. Administration – ABC Board Member Compensation: The Board unanimously moved to maintain the current compensation rate of $150 per meeting for local ABC Board members as required by state law.

  2. Administration – Fire Service Funding Planning Schedule: The Board received information about the planned schedule for development of a fire fee to fire tax transition plan. No vote was taken. An overview of the planned schedule is on the Agendas and Minutes Portal.
     
  3. Utilities – Arcadis Professional Services Agreement – Reclaimed Water Ordinance and Master Plan: The Board unanimously moved to table discussion on the proposed professional services agreement with ARCADIS G&M of North Carolina, Inc. until the next meeting on Monday, April 4. The proposed agreement is in the amount of $695,000 for engineering services and other related services in association with the Reclaimed Water Ordinance and Master Plan. 

IX. Board Appointments

  1. Clerk to the Board – TDA: The Board unanimously appointed Mr. Jay McRoberts as the South Brunswick Island Chamber of Commerce appointee to the Tourism Development Authority.
     
  2. Clerk to the Board – Voting Delegate and Alternate for NCACC Annual Conference: The Board unanimously appointed Commissioner Pat Sykes as the voting delegate and Chairman Mike Forte as the alternate for the NCACC annual conference.

X. Other Business / Informal Discussion

  • Commissioner Randy Thompson made a motion to suspend the review of any resident development applications for site plans greater than a dozen (12) home sites until staff comes returns to the Board with recommendations on the public safety concerns addressed during the meeting. Commissioner Pat Sykes seconded the motion. The Commissioners discussed the request and motion. The motion failed 3-2 (No: Forte, Cooke, Williams; Yes: Thompson, Sykes).
     
  • Chairman Mike Forte requested staff research whether an amendment to restrict motions under Other Business / Informal Business can be made in accordance with the Commissioners’ Code of Conduct and/or any state public meeting laws. 

XI. Closed Session

  1. County Attorney – Closed Session Items: The Board unanimously moved to enter into closed session pursuant to N.C.G.S. 143-318.11(a)(1), (3), and (5) to approve closed session minutes of June 16, 2025, consult with its attorney in order to preserve the attorney-client privilege, and to discuss the acquisition of property. After returning from closed session, the Board unanimously authorized staff to acquire easements over parcels #0240000108, #24300007, and #238HG01502 up to and including condemnation.

VIII. Administrative Report (continued)

  1. Utilities – CDM PSA Amendment # 6 NWWTP Expansion Project: The Board unanimously approved authorizing the Chairperson and Clerk to the Board to approve the CDM Smith contract amendment No. 6 and associated budget amendment in the amount of $1,010,000 for construction administration services associated with the Northwest Water Treatment Plant expansion project.

Public Comment and Public Hearings

Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
