The Brunswick County Board of Commissioners met for a regular meeting at 3 p.m. this Monday, Oct. 6, 2025.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

III. Adjustments/Approval of Agenda
The Board unanimously approved the agenda as presented.
V. Approval of Consent Agenda
The Board unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal.
VI. Presentations
- Engineering – Stormwater Manual Updates and Potential Changes to the Stormwater Ordinance: Staff presented an overview of possible updates to the stormwater manual and potential changes to the stormwater ordinance. This update/presentation was requested by the Board during the regular meeting on July 21, 2025. The presentation is available on the Brunswick County Agendas and Minutes Portal.
Staff presented three possible updates for the Board to consider: - Possible Update No. 1: Replace current rainfall data used for designing stormwater control measures to NOAA Atlas 14 amounts. A public hearing would not be required as this would only be an update to the Stormwater Manual.
- Possible Update No. 2: Add the 100-year, 24-hour storm as a requirement rather than recommendation. A public hearing would be required as this would involve updating the Stormwater Ordinance.
- Possible Update No. 3: Make changes to the riparian buffer requirements that would require changes to both the Stormwater Manual and the Stormwater Ordinance (includes increasing the current riparian buffer width by 20 feet, prohibiting stormwater control measures in the buffer, and adding wetlands to the riparian buffer requirements). A public hearing would be required as this would involve updating the Stormwater Ordinance.
The Board unanimously approved with staff implementing Possible Update No. 1 into the Stormwater Manual immediately as well as scheduling the required public hearing for Possible Updates No. 2 and 3 during the Nov. 17 regular meeting.
- Information Technology – IT Cybersecurity Awareness Proclamation: The Board unanimously approved a proclamation naming October 2025 as Cybersecurity Awareness Month in Brunswick County.
VII. Administrative Report
- Administration – Fiscal Year-End June 30, 2025, County Manager's Report and Capital Project Funding: The Board received information for the fiscal year ended June 30, 2025. The presentation and accompanying reports are available on the Brunswick County Agendas and Minutes Portal.
After the presentation, the Board unanimously approved an appropriation of fund balance to fund future projects planned in the five-year Capital Improvement Plan and one-time capital items identified but not funded through the FY 2026 budget process. The approved appropriations are as follows:- HHS/Emergency Management/Administration: Additional pay-go funding for the new Department of Health and Human Services/Emergency Operations Center Building ($10 million)
- Finance: UKG time clock replacements ($157,000)
- Operation Services (Fleet Division): Tri-Beach fuel site tank replacement ($350,000)
- Operation Services: Dump truck and dozer ($465,000)
- Emergency Medical Services (EMS): One new ambulance ($390,000)
- Parks and Recreation: Field maintenance projects ($106,500)
- Sheriff’s Office – Lease Agreement with BEMC: The Board approved 4-1 a lease agreement with Brunswick Electric Membership Corporation for the Sheriff's Office use subject to review and approval by the County Attorney. The value of the lease is $24,000 a year. (Yes: Cooke, Forte, Thompson, Williams; No: Sykes)
- Utilities – Mid-Atlantic Industrial Rail Park Water Tank – Notice of Award - Disaster Supplemental Funds (EDA): The Board unanimously accepted the Grant Notice of Award (NOA) from the U.S. Economic Development Administration (EDA) in the amount of $6,751,000 for the Mid-Atlantic Industrial Rail Park (MAIRP) Water Tank Project and authorized the County Manager to sign and submit all required grant documents.
VIII. Board Appointment
- Board Appointment – Bolivia ETJ Planning Board Appointee: The Board unanimously appointed Mr. Gregory Hedgepeth as the Bolivia Planning Board ETJ appointee.
- Board Appointment – Nursing Home and Adult Care Home Community Advisory Committee: The Board unanimously appointed Mr. Charles Gulas to a term of seven months to get his appointment in line with the remaining Board appointments that occur annually in May.
- Board Reappointment – Jury Commission: The Board moved 4-1 to reappoint Steve Stone as the Commissioners Appointee to the Jury Commission. (Yes: Cooke, Forte, Thompson, Williams; No: Sykes)
IX. Other Business / Informal Discussion
- The Board unanimously approved to have the Brunswick County Board of Education and Brunswick County Schools to provide a presentation on the current draft of the bond proposal(s) to the Commissioners during the regular meeting on Monday, Oct. 20. As part of this update, the Board will receive information on potential steps and financial impacts should the bond be placed on the March 2026 (primary) or November 2026 (general) ballot.

Public Comment and Public Hearings
Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.
Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
