PUBLIC NOTICE

The Brunswick County Board of Commissioners met for a regular meeting at 6 p.m. this Monday, Oct. 20, 2025.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

The next regular meeting is scheduled for Monday, Nov. 3 at 3 p.m.

III. Adjustments/Approval of Agenda

The Board unanimously approved the agenda as amended: 

  • Added an item to Administrative Report to discuss the Brunswick County Agricultural Fair and Expo 
  • Moved Consent Agenda Item No. 8 Operation Services – Convenience Site Fees to Administrative Report for further discussion

V. Approval of Consent Agenda

The Board unanimously approved the consent agenda as amended. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal.

VI. Presentations

  1. Administration – Medicaid and Federal Government Shutdown HHS Impacts: The Board received a presentation on the impacts of the federal government shutdown and Medicaid cuts on Health and Humans Services. No vote was taken. The presentation is available on the Brunswick County Agendas and Minutes Portal. The Board requested staff return for an update in the event the shutdown continues and additional impacts potentially affect more services.

  2. Administration – Presentation and Resolutions for General Obligation School Bond Referendum: The Board received a presentation from Brunswick County Schools on projects, timing, and the amount of funding needed in association with a general obligation bond. The Board moved 4-1 to approve pursuing the issuance of $349.6 million in school general obligation (GO) bonds proposed for constructing, improving, and renovating school facilities and to place the bond referendum on the general election ballot in November 2026 (Yes: Cooke, Forte, Thompson, Williams; No: Sykes).

    Vice Chairman Marty Cooke noted for the record that all the Commissioners are supportive of the bond referendum; Commissioner Sykes only voted no because of the timing of the bond referendum in the motion. Commissioner Sykes mentioned during discussion that she supported placing the bond referendum on the primary election ballot in March 2026 instead of the general election ballot in November 2026.
  1. Clerk to the Board – Operation Green Light Proclamation: The Board unanimously adopted a proclamation honoring veterans of Brunswick County. Operation Green Light will be recognized Nov. 4-11, 2025. The proclamation is available on the Brunswick County Agendas and Minutes Portal.

  2. Health Services – Substance Use, Addiction, and Mental Health Commission Quarterly Presentation: The Board received a presentation from the Substance Use, Addiction, and Mental Health Commission on substance use and addiction treatment. No vote was taken. The presentation is available on the Brunswick County Agendas and Minutes Portal.

  3. Planning – UDO Modernization Project – Follow Up: The Board received follow-up information as requested regarding the Unified Development Ordinance (UDO) Modernization Project. The presentation is available on the Brunswick County Agendas and Minutes Portal. The Board unanimously approved the consultant to draft the proposed UDO updates based on the changes as discussed during the meeting. The Board will still receive and review the final proposed draft changes when ready and will consider official adoption during a future public meeting.

  4. Social Services – Smart Start of Brunswick County Presentation: The Board received a presentation from Smart Start of Brunswick County. No vote was taken. The presentation is available on the Brunswick County Agendas and Minutes Portal.

VII. Public Hearings

  1. Utilities – Sewer Use Ordinance (SUO) Proposed Text Amendments — Connection: Requirements — October 2025: The Board held a public hearing on the proposed amendments to the Sewer Use Ordinance and Utility Policy. There were no speakers during the hearing. The Board unanimously approved the proposed amendments as presented.

VIII. Administrative Report

  1. Utilities – State Utility Contractors — Contract Price Amendment No. 1 — GMP Southeast Area Improvements Water Infrastructure Project: The Board unanimously authorized the Chairman and Clerk to the Board to execute Contract Price Amendment No. 1 with State Utility Contractors, establishing the Guaranteed Maximum Price in the amount of $2,153,500.00 for the Southeast Area Improvements – St. James Water Infrastructure Project, which is aimed at improving water flow and pressure in the area in and around the Town of St. James.
     
  2. Brunswick County Agricultural Fair & Expo: The Commissioners expressed their appreciation and congratulations to the organizers and asked staff to find an opportunity to recognize them at a future board meeting. The Commissioners also directed staff to explore the feasibility of developing a potential fair or other event space on the County’s 211 site and to meet with the Agricultural Fair and Expo organizers to discuss potential opportunities for partnership in the future.

  3. Operation Services – Convenience Site Fees: This item was previously under the Consent Agenda. The Board unanimously approved the new convenience site fees, increased by 2.4% per March 2025 CPI and contract terms, applied to all rates and rounded to the nearest whole dollar.

X. Closed Session

  1. County Attorney – Closed Session: The Board unanimously moved to enter into closed session pursuant to N.C.G.S. 143-318.11(a)(1)(3) to approve closed session minutes and to consult with the County Attorney. There was nothing to report upon the Board’s return from closed session.

Public Comment and Public Hearings

Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
