PUBLIC NOTICE

The Brunswick County Board of Commissioners will met for a special meeting beginning at 9 a.m. and a regular meeting at 6 p.m. on Tuesday, Jan. 20, 2026. 

The Board held the Fiscal Year 2027 (FY27) Countywide Goals Workshop during the special meeting. During this workshop, departments presented an update on their latest accomplishments, opportunities, challenges, and tactics to support the commissioners’ goals in alignment with the FY23-FY27 Strategic Plan

The Board recessed the special meeting at 4:18 p.m. and returned at 9 a.m. on Wednesday, Jan. 21. The Workshop replay, agenda and accompanying presentations are available on the Brunswick County Agendas and Minutes Portal.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can watch the meeting replay, view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

III. Adjustments/Approval of Agenda

The Board unanimously approved the agenda as amended:

  • Moved Agenda Section VIII Board Appointments to earlier in the meeting, becoming Section VI.

  • Added Administrative Report Item No. 5 to receive an update from County Management concerning an NC DEQ sewer capacity question. 

IV. Board Appointments

  1. Clerk to the Board – TDA Board Appointment: The Board unanimously appointed Thom Kelly to the Tourism Development Authority (TDA).

  2. Clerk to the Board – Bolivia Planning Board ETJ Appointment: The Board unanimously appointed Kevin Jones to the Bolivia Planning Board as the ETJ appointee.

VI. Approval of Consent Agenda

The Board unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal.

VII. Public Hearings

  1. Engineering – Update to the Stormwater Quality Management and Discharge Control Ordinance and the Stormwater Management Manual: Staff reviewed the proposed stormwater control requirements originally presented during the Nov. 20, 2025, meeting and continued the public hearing. There was one speaker (speaking on behalf of a group) during the hearing. After closing the public hearing, the Board unanimously approved staff’s proposed update to the Stormwater Quality Management and Discharge Control Ordinance and the Stormwater Management Manual.

  2. Planning – Rezoning Case Z-928 Appeal Request: The Board held a public hearing on the rezoning appeal request for Case Z-928. There were 11 individuals at the hearing and all were in favor of the rezoning request. After closing the public hearing, the Board unanimously approved rezoning Tax Parcel 0720000116 from RR (Rural Low Density Residential) to R-6000 (High Density Residential) and the associated consistency statement. 

VIII. Administrative Report

  1. Administration – Engineering Services Restructuring: The Board received information on a proposal to reorganize the Brunswick County Engineering Services department to gain efficiencies by moving duties and personnel related to utilities infrastructure development to the Public Utilities department. The Board unanimously moved to table the item for discussion and consideration at a future meeting (date to be determined).

  2. Administration – Proposed Fire Services Agreement: The Board reviewed and provided feedback to staff on a revised fire services contract. No vote was requested nor taken on this item. Staff will continue drafting the proposed agreement to incorporate feedback from the Commissioners’ and key stakeholders’ (including the Brunswick County Fire Chiefs Association and municipalities with fire departments). Staff plan to submit a final version to the Board for consideration during the regular meeting on Feb. 16, 2026.

  3. Clerk to the Board – Brunswick Guarantee Policy Change Discussion: The Board discussed possible policy changes to the Brunswick Guarantee to allow students who reside in the county and graduate from online high schools to participate in the program. The current Brunswick Guarantee policy requires that students complete their secondary education at a Brunswick County school to receive the program benefits to attend Brunswick Community College. The Board unanimously approved tabling the item to a future meeting (date to be determined) to allow staff time to discuss the possible changes with BCC leadership.

  4. Clerk to the Board – Resolution – FY27 Board of Commissioners Regular Meeting Schedule: The Board unanimously approved the meeting schedule for FY 27 (July 2026 through June 2027).

  5. Administration – DEQ Sewer Capacity Discussion: Staff provided the Commissioners with information related to how NC Department of Environmental Quality staff have recently changed how they calculate available wastewater capacity for new sewer line extension permit applications. Staff are in contact with NC DEQ and are providing data and information DEQ staff have requested to work toward a solution. 

XI. Closed Session

  1. County Attorney – Closed Session: The Board entered into closed session pursuant to N.C.G.S. 143-318.11(a)(1) and (3) to approve Closed Session Minutes of December 1, 2025 and consult with its attorney in order to preserve the attorney-client privilege. The Board tabled the discussion and recessed the meeting until Wednesday, Jan. 21 at 10:30 a.m., where the Board returned to closed session.

    After returning from closed session, the Board unanimously approved a motion to appropriate additional funding of $5,931,778 for the purchase of Parcel 01000003, including the associated capital project ordinance totaling $8,785,703 for settlement costs for the purchase of property and necessary documentation. The Brunswick County Board of Commissioners will meet for a special meeting beginning at 9 a.m. and a regular meeting at 6 p.m. this Tuesday, Jan. 20, 2026. The public is welcome to attend both meetings in person or watch live on the Brunswick County Agendas and Minutes Portal.

Public Comment and Public Hearings

Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
