BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for regular meeting at 6 p.m. this Monday, June 17, 2024

 

The Board of Commissioners adopted the Fiscal Year 2025 (FY25) recommended budget during this meeting. Community members can view the adopted budget online at brunswickcountync.gov/budget

 

The FY25 budget will guide Brunswick County’s operations and services from July 1, 2024, through June 30, 2025. It includes the adopted budget ordinance, capital improvement plan, and schedule of fees for FY25.

There are no changes to the current property tax (ad valorem) rate of 34.20 cents in the FY25 budget. There are no changes to retail (residential) water and wastewater rates in FY25, but there are changes to certain water and wastewater fees and wholesale wastewater rates.

The adopted budget also addresses changes to the County’s water and wastewater system development fees, which are one-time fees for new development joining either or both of the County’s utilities systems. Any changes to the County’s system development fees will not impact existing Brunswick County Public Utilities water and/or sewer customers. Brunswick County presented the analysis report findings concerning these fees and conducted a 45-day public comment period earlier this year.

Brunswick County live streamed these meetings via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

 

The next regular meeting is scheduled for Monday, July 8 at 2 p.m. (note earlier start time). This is the only regular meeting scheduled in July 2024.

 V. Approval of Consent Agenda

The Board of Commissioners unanimously approved (4-0) the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal

 

VI. Public Hearings

  1. Clerk to the Board – Public Hearing FY 2025 Budget Ordinance, Fees, and Capital Improvement Plan: The Board held a public hearing regarding the Fiscal Year 2025 budget ordinance, fees, and capital improvement plan. There were no requests to speak. The public hearing was closed. Written comments that the County received about the recommended budget are also included in this meeting’s agenda packet.

VII. Administrative Report

  1. Administration – Fiscal Year 2025 Budget Ordinance, Fees, Capital Improvement Plan, and Opioid Settlement Fund Resolution: Vice Chairman Mike Forte made a motion to move the Brunswick Community College Foundation from the FY25 budget to instead vote on it separately due to his service as the Foundation’s president. The Board unanimously approved the motion (4-0). The Board approved the BCC Foundation budget for FY25 (3-0; Vice Chairman Forte recused himself from the vote).
     
    The Board unanimously adopted (4-0) the Fiscal Year 2025 budget ordinance, schedule of fees, five-year capital improvement plan, and a resolution for the use of opioid settlement funds. 
  2. Sheriff’s Office – ARROW Program Approval – Opioid Settlement Funds: The Board unanimously approved (4-0) the amended resolution for the implementation of the ARROW Program at the Brunswick County Sheriff's Office Detention Center, utilizing opioid settlement funds to pay for the program and its two positions.
     
  3. Utilities – City of Southport Water and Wastewater Systems Merger Agreement: The Board unanimously approved (4-0) the conveyance of the City of Southport water and wastewater system and authorized the Chairman to execute the utilities acquisition agreement and any additional documents necessary for conveyance of the system, subject to County Attorney approval.

VIII. Board Appointments

  1. Clerk to the Board – 2024 Annual Board Appointment/Reappointment

District 1: The Board unanimously re-appointed (4-0) Whitney Sauls to the Tourism Development Authority (TDA). The Board unanimously appointed Ms. Sauls as chairperson of the TDA.
District 2: The Board unanimously appointed (4-0) Tiffany Wilson to the TDA and Mark Hewett to the Fire Protection Oversight Committee. The Board tabled discussion on the appointment to the Board of Equalization and Review until a future meeting. 

X. Closed Session

  • Following Closed Session, the Board unanimously moved (4-0) to opt-in to the national Kroger opioid settlement.

The commissioners’ chambers are on the first floor of the David R. Sandifer Administration Building at 30 Government Center Drive in Bolivia (28422). 

The Board will hold its final public hearing for the recommended budget for Fiscal Year 2025 (FY25) and will consider its adoption during this meeting. The recommended budget was presented to the Board during regular meeting on Monday, May 20. Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
