MEDIA RELEASE

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, Aug. 19, 2024.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

The next regular meeting is scheduled for Tuesday, Sept. 3 at 3 p.m. Brunswick County offices are closed Monday, Sept. 2 to observe Labor Day.

III. Adjustments/Approval of Agenda

The Board of Commissioners unanimously approved the agenda with the following adjustments:

  • Removed Consent Agenda Item No. 16: Utilities – McKim and Creed – 23-EPA Grant – Bell Swamp Water Transmission Main Design from the agenda. The Board may consider this item at a future meeting.
  • Tabled board appointments for vacancies on the Health and Human Services Advisory Board and the Substance Use, Addiction, and Mental Health Commission until a future meeting.

V. Approval of Consent Agenda

The Board of Commissioners unanimously approved the consent agenda as amended. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal

VI. Presentations

  1. Administration – Federal Advocacy Activities Update: The Board received a federal advocacy activities update presentation from Former Congressman Mike McIntyre of Ward & Smith, accompanied by Roger Gwinn, CEO of The Ferguson Group. No action was taken.
     
  2. Clerk to the Board – NCDOT and NC-133 Bridge Project Overview: The Board received a presentation from NCDOT (Dan Cumbo) regarding the NC-133 bridge project over Sand Hill Creek on River Road beginning October 2024. No action was taken. The Board directed staff to hold a key stakeholder meeting with partner agencies to discuss the project in the near future. 

  3. Clerk to the Board – Preparedness Month Resolution (September 2024): The Board unanimously approved a resolution to formally recognize September 2024 as Preparedness Month in Brunswick County. 

VII. Public Hearings

  1. Planning – UDO Text Amendment – Above Ground Pool Fencing: The Board held a public hearing on the proposed text amendment to the Brunswick County UDO to clarify requirements for above ground pool fencing. The text amendment will clarify that above-ground pool fencing is NOT required for above-ground pools at least four feet (4') in height if the ladder is removed when not in use OR if the ladder is equipped with a self-closing and positive self-latching gate for permanent locking. There were no requests to speak at the public hearing. The Board unanimously adopted the recommended text amendment and the consistency statement.

  2. Planning – UDO Text Amendment – Board of Adjustment (BOA) Alternate Member: The Board held a public hearing on the proposed text amendment to the Brunswick County UDO to increase the number of alternate members on the Board of Adjustment. The text amendment will add another alternate member to the Board of Adjustment, increasing the number of BOA alternate members from two to three alternate members. There were no requests to speak at the public hearing. The Board unanimously adopted the recommended text amendment and the consistency statement.

  3. Planning – UDO Text Amendment – Casitas in Outdoor RV Parks: The Board held a public hearing on the proposed text amendment to the Brunswick County UDO to allow casitas as an accessory use to an RV/Travel Trailer on the same lot within an Outdoor RV Resort. The text amendment will allow site-built or modular casitas with a size limit of 1,200 square feet and require the RV/casita campsites to be served by public water and sewer. A casita will be clearly defined in the definition section of the UDO and neither the casita nor the recreational vehicle site may be rented separately from one another. There was one request to speak at the public hearing. The Board unanimously adopted the recommended text amendment and the consistency statement.

VIII. Board Appointments

  1. Clerk to the Board – Board Appointment – Local Emergency Planning Committee / Health and Human Services Pharmacist / SUAMHC Mental Health Vacancies: The Board unanimously appointed Commissioner Cooke as the commissioner representative to the Local Emergency Planning Committee (LEPC) and Arthur Dornfeld as the public at-large representative. The open vacancy for a pharmacist on the Health and Human Services Advisory Board and for a mental health professional on the Substance Use, Addiction, and Mental Health Commission (SUAMHC) will be considered at a future meeting. 

X. Closed Session

  1. The Board unanimously moved to enter into closed session pursuant to N.C.G.S. 143-318.11(a)(1) and (3) to approve closed session minutes and to consult with its attorney in order to preserve the attorney-client privilege. No action was taken after returning from closed session.

Brunswick County Board of Commissioners hold regular meeting Monday, Aug. 19

BOLIVIA, N.C. – The Brunswick County Board of Commissioners will meet for a regular meeting at 6 p.m. this Monday, Aug. 19, 2024. The public is welcome to attend in person or watch live online via Zoom (details below).

The commissioners’ chambers are on the first floor of the David R. Sandifer Administration Building at 30 Government Center Drive in Bolivia (28422).

Note: The Board of Commissioners is not reviewing any proposed Unified Development Ordinance (UDO) text amendments related to trees, landscaping, and greenspace, the addition of a Transportation Overlay Zone, or Traffic Impact Analysis (TIA) requirements during the Aug. 19 board meeting. These items will go before the Planning Board next before they are brought before the Board of Commissioners. This is tentatively scheduled to occur during the September Planning Board meeting. 

There are three other proposed UDO text amendments that have public hearings during the Aug. 19 meeting related to above ground pool fencing, Board of Adjustment alternate members, and casitas in outdoor RV parks.

When the proposed UDO text amendments related to trees, landscaping, and greenspace or the addition of a Transportation Overlay Zone are returned before the Board of Commissioners at a public meeting, Brunswick County will announce it through several channels including our website, Sunshine List (email), and social media so community members and media partners know when and how to participate. Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
