BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Tuesday, Sept. 3, 2024.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

The next regular meeting is scheduled for Monday, Sept. 16 at 6 p.m.

III. Adjustments/Approval of Agenda

The Board unanimously approved the agenda with the following adjustments:

  • Add a Board Appointment item after Administrative Report for the appointment of an individual to the open at-large seat for a mental health professional on the Substance Use, Addiction, and Mental Health Commission. 

V. Approval of Consent Agenda

The Board unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal

VI. Presentations

  1. Planning – Unified Development Ordinance Project Update: The Board received an update from Planning staff on the status of the Unified Development Ordinance (UDO) modernization project. The consultant is N-FOCUS Planning, and the contract was executed in May; the project is expected to last 12 to 14 months since the selection. The consultant has completed the review phase of the project by reviewing Brunswick County’s policies, plans, procedures, and the current UDO. Next steps will include public engagement and anticipated in the late fall. No action was taken.

VII. Administrative Report

  1. Administration – FY 25 NCACC State Legislative Goals: The Board unanimously approved staff to present the legislative goals in the agenda item and the additional goals below to the North Carolina Association of County Commissioners for consideration by the Association for inclusion in its 2025-2026 Legislative Agenda.
    • Consider and include any of Brunswick County’s remaining recommended goals originally submitted but not included in the NCACC 2023-2024 legislative agenda. 
    • Support legislation to repeal the provision in the Regulatory Reform Act of 2024 that requires counties to physically post delinquency notices on land parcels. The Board recommended this goal due to concerns over the logistics of carrying out such a requirement, safety of staff, and the additional expense that would be incurred to carry out such work. 
    • Support legislation to reform the certificate of need law to increase access to health care facilities statewide.
    • Support legislation to provide State assistance for orphan roads and help transition such roads into the statewide road system. 

VIII. Board Appointments

  1. Board Appointment of At-Large Seat on Substance Use, Addiction, and Mental Health Commission: The Board unanimously appointed Anthony Grimaldi to the open at-large seat for a mental health professional on the Substance Use, Addiction, and Mental Health Commission.

MEDIA RELEASE

BOLIVIA, N.C. – The Brunswick County Board of Commissioners will meet for a regular meeting at 3 p.m. this Tuesday, Sept. 3, 2024. The public is welcome to attend in person or watch live online via Zoom (details below).

This meeting takes place on a Tuesday since county offices are closed Monday, Sept. 2 to observe Labor Day. 

The commissioners’ chambers are on the first floor of the David R. Sandifer Administration Building at 30 Government Center Drive in Bolivia (28422).

Note: The Board of Commissioners is not reviewing any proposed Unified Development Ordinance (UDO) text amendments related to trees, landscaping, and greenspace, the addition of a Transportation Overlay Zone, or Traffic Impact Analysis (TIA) requirements during the Sept. 3 board meeting. These items will go before the Planning Board next before they are brought before the Board of Commissioners. This is tentatively scheduled to occur during the September Planning Board meeting. 

There is a presentation on the status of the Unified Development Ordinance (UDO) modernization project during the Sept. 3 meeting. No action is needed on this item.  

When the proposed UDO text amendments related to trees, landscaping, and greenspace or the addition of a Transportation Overlay Zone are returned before the Board of Commissioners at a public meeting, Brunswick County will announce it through several channels including our website, Sunshine List (email), and social media so community members and media partners know when and how to participate. Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
