BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, Nov. 4, 2024

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

V. Approval of Consent Agenda

The Board unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal

VI. Presentations

  1. Finance – Auditor's Report on the Annual Comprehensive Financial Report for the Fiscal Year Ended June 30, 2024 (Alan Thompson, Partner and Brandy Turbeville, Audit Manager - Thompson, Price, Scott, Adams & Co., P.A.): The Board received the report from Ms. Brandy Turbeville, audit manager at Thompson, Price, Scott, Adams & Co., P.A., regarding the auditors' opinion of the Annual Comprehensive Financial Report for the fiscal year ended June 30, 2024. No action was taken on this item. During the audit, the County received an unqualified opinion from the auditing firm, which is a positive finding. The auditors found no significant findings or misstatements in the report, resulting in a clean audit opinion. The auditors commended the County’s Finance department for its work. 
     
  2. Clerk to the Board – Operation Green Light Resolution: The Board unanimously adopted the resolution honoring veterans of Brunswick County. In honor of the initiative, Brunswick County will illuminate the Judge Ola M. Lewis Brunswick County Courthouse (310 Government Center Drive, Bolivia, NC 28422) and the Charters of Freedom settings with green lights from dusk to dawn on Nov. 4-11, 2024.   3. Clerk to the Board – Proclamation Recognizing November 17-23, 2024 as National Hunger and Homelessness Awareness Week in Brunswick County: The Board unanimously approved the proclamation recognizing November 17–23 as National Hunger and Homelessness Awareness Week in Brunswick County.
     
  4. Communications – FY26 Strategic Planning and Goal Setting Workshop: The Board held a workshop to review the upcoming Fiscal Year 2026 (FY26) strategic planning and goal-setting process. The Board directed staff to bring a revised draft of a proposed Goal No. 6 (Communication & Citizen Engagement) to the Nov. 18 Board meeting for consideration.

VII. Public Hearings

  1. Planning – Rezoning Case Z-898 Appeal Request For Remaining Tax Parcel #23800001: Per staff recommendation and the property owner’s request, the Board unanimously approved to table the public hearing for the proposed rezoning of Tax Parcel #23800001 to SBR-6000 (High Density Site Built Residential) until the Monday, Dec. 2 meeting. This item was originally tabled during the Oct. 21 meeting. 

VIII. Administrative Report

  1. Administration – Series 2025 Revenue Bond Refunding Initial Resolution: The Board unanimously approved the resolution directing the application to the Local Government Commission for approval of Enterprise Systems Revenue Refunding Bonds, Series 2025 (the "2025 Bonds"), requesting Local Government Commission approval of the 2025 Bonds and certain related matters, and to pay the costs of issuing the 2025 Bonds.

BOLIVIA, N.C. – The Brunswick County Board of Commissioners will meet for a regular meeting at 3 p.m. this Monday, Nov. 4, 2024. The public is welcome to attend in person or watch live online via Zoom (details below).

The commissioners’ chambers are on the first floor of the David R. Sandifer Administration Building at 30 Government Center Drive in Bolivia (28422).

Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
