BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, Nov. 18, 2024

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

The next regular meeting is scheduled for Monday, Dec. 2 at 3 p.m. This is the last regular meeting in 2024.

III. Adjustments/Approval of Agenda

The Board unanimously approved the agenda with the following adjustment:  

  • Added Closed Session pursuant to North Carolina General Statute 143-318.11(a) (1), (3), and (5) to approve closed session minutes, consult with the County Attorney, and discuss the acquisition of property. 

V. Approval of Consent Agenda

The Board unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal

VI. Presentations

  1. Clerk to the Board – Trillium Health Resources Mid-Year Report: Trillium Health Resources provided a mid-year report on Tailored Plan launch benefits and supports and Medicaid recipient data. No vote was taken. The presentation is available on the Brunswick County Agendas and Minutes Portal

  2. Cooperative Extension – Potential County Youth Council: The Board heard a proposed plan to develop a County Youth Council through the NC Cooperative Extension Office with support and participation from Brunswick County staff. No vote was taken. The Board directed staff to proceed with developing the council. 
     
  3. Engineering – Potential Changes to Brunswick County Stormwater Ordinance to Reduce Flooding Impacts and Stormwater Utility Information: The Board received a presentation regarding potential updates to the Stormwater Ordinance and Manual and information regarding stormwater utilities as requested at the meeting on Oct. 21, 2024. The presentation is available on the Brunswick County Agendas and Minutes Portal. No vote was taken. The Board requested additional information and maps from staff to consider the proposed changes at a future meeting. 
     
  4. Utilities – 2024 NC ONE Water Disaster Preparedness Award: The Board received the NC ONE WATER Disaster Preparedness Award from the NC ONE WATER combined organization of the North Carolina Chapter of the American Water Works Association and the North Carolina Water Environment Association (NC AWWA-WEA). No vote was taken.
     
  5. Utilities – 2024 Water Distribution System of the Year Award: The Board received the Large Water Distribution System of the Year Award from NC ONE WATER. No vote was taken.
     
  6. Utilities – NC ONE WATER Distribution System Operator of the Year: The Board recognized Cody Knox as the NC ONE WATER Water Distribution Operator of the Year. No vote was taken.

VII. Administrative Report

  1. Administration – Bond Order for 2025 Enterprise Systems Revenue Refunding Bonds: The Board unanimously approved the bond order authorizing the issuance, directing the application to the Local Government Commission, and requesting Local Government Commission approval of enterprise systems revenue refunding (refinancing) bonds of the County of Brunswick, North Carolina, Series 2025 (the "2025 Bonds").
     
  2. Administration – Design-Build Contract Award – Health and Human Services/Emergency Operations Center Building: The Board unanimously approved the design build contract, general conditions, and supplemental conditions for the purposes of designing and constructing a new Health and Human Services/Emergency Operations Center facility. The County completed a qualifications-based selection process and staff recommended awarding the contract to Edifice Construction. 
     
  3. Communications – FY23-FY27 Strategic Plan Amendment: The Board unanimously adopted a proposed Goal/Focus Area and related Objectives to add to the FY23-27 Strategic Plan based on the Board's discussion during the FY26 Strategic Planning and Goal Setting Workshop held during the regular meeting on Monday, Nov. 4, 2024.

VIII. Board Appointments

  1. Clerk to the Board – Library Board (District 1) and Substance Use Addiction and Mental Health Commission (SUAMHC) (District 4): The Board unanimously appointed Yvonne Allen to the Library Board (District 1 appointee) and Charles Franca to the SUAMHC (District 4 appointee).

X. Closed Session

  1. County Attorney – Closed Session: The Board unanimously authorized staff to begin acquisition of parcel number 01000003 up to and including condemnation.

Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
