BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, Dec. 2, 2024.
Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.
Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.
This was the final regular meeting of 2024. The next regular Board of Commissioners meeting is scheduled for Tuesday, Jan. 21, 2025, at 6 p.m.
Meeting Recap
III. Adjustments/Approval of Agenda
The Board unanimously approved the agenda with the following adjustment:
- Added Closed Session pursuant to North Carolina General Statute 143-318.11(a) (3) to consult with the County Attorney.
IV. Oath of Office – Commissioners Elect
Oath of office ceremonies took place for the following Commissioners-Elect. No vote was taken during the ceremonies.
- Oath of Office – Commissioner District 3 – Patricia Sykes
- Oath of Office – Commissioner District 4 – Mike Forte
- Oath of Office – Commissioner District 5 – Frank Williams
V. Election of Board Chair
- Clerk to the Board – Election of Chairman (County Attorney): The County Attorney temporarily presided over the meeting to oversee the Board's annual selection of one member to Chairman the Board. The Board unanimously appointed Commissioner Mike Forte as Chairman of the Board for the calendar year 2025.
VI. Election of Board Vice-Chair
- Clerk to the Board – Election of the Vice Chairman (Chairman): Chairman Forte presided over the meeting to oversee the Board's annual selection of one member as the Vice Chairman to the Board. The Board denied (2-3) a motion to appoint Commissioner Pat Sykes as Vice Chairman of the Board (Yes: Thompson, Sykes; No: Cooke, Forte, Williams). The Board approved (4-1) a motion to appoint Commissioner Marty Cooke as Vice Chairman of the Board (Yes: Thompson, Cooke, Forte, Williams; No: Sykes).
VII. Approval of Bonds
- Clerk to the Board – Annual Approval of the Bonds: The Board unanimously adopted a resolution approving the bonding of county officials.
IX. Approval of Consent Agenda
The Board unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal.
X. Presentations
- Administration – Local Reentry Council Presentation: The Board received a presentation on the development of a Local Reentry Council from Frankie Roberts, Executive Director of Leading Into New Communities, Inc. (LINC). No vote was taken on this item. The presentation is available on the Brunswick County Agendas and Minutes Portal.
XI. Public Hearings
- Planning – Rezoning Case Z-898 Appeal Request For Remaining Tax Parcel #23800001: The Board received information on the appeal request. Since the last meeting, the attorney for the property owners withdrew his objection to SBR-6000 (High Density Site Built Residential) and Planning staff met with the owners. The owners stated that they desire the SBR-6000 rezoning, which was approved by Planning Board. The Board held a public hearing and there were no requests to speak. The Board unanimously approved rezoning Tax Parcel #23800001 to SBR-6000 as well as the related consistency statement following the close of the public hearing.
XII. Administrative Report
- Administration – Organizational Structure Change – Transfer Five GIS staff to Information Technology: The Board unanimously approved the transfer of five Geographic Information Systems (GIS) staff positions from Tax Administration to Information Technology.
XIII. Board Appointments
- Administration – PTC8 After Action Board Appointments: The Board unanimously approved naming Commissioner Pat Sykes and Commissioner Randy Thompson as the two Board appointees to the PTC8 After Action Task Force.
- Clerk to the Board – Calendar Year 2025 Annual Board of Commissioners Board Seat Assignments: The Board moved 4-1 (Yes: Thompson, Cooke, Forte, Williams; No: Sykes) to appoint members from the Board to fill the calendar year 2025 board seat listing as listed in the agenda with the following amendments:
- Brunswick Business & Industry Development: Chairman Mike Forte and Vice Chairman Marty Cooke (The Chairman and Vice Chairman are required to sit on this board)
- Brunswick-Columbus Industrial Park: Chairman Mike Forte (The Chairman is required to sit on this board)
XIV. Closed Session
- County Attorney ؘ– Closed Session: The Board entered into closed session pursuant to North Carolina General Statute 143-318.11(a) (3) to consult with the County Attorney. There was nothing to report after closed session and no vote was taken.

BOLIVIA, N.C. – The Brunswick County Board of Commissioners will meet for a regular meeting at 3 p.m. this Monday, Dec. 2, 2024. The public is welcome to attend in person or watch live online via Zoom (details below).
The oath of office ceremonies for Commissioner-Elect Pat Sykes (District 3), Commissioner-Elect Mike Forte (District 4), and Commissioner-Elect Frank Williams (District 5) will take place during this meeting.
This is the final regular meeting of 2024. The next regular Board of Commissioners meeting is scheduled for Tuesday, Jan. 21 at 6 p.m.

Public Comment and Hearings
Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.
Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
