BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting at 6 p.m. this Monday, March 17, 2025

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

V. Approval of Consent Agenda

The Board unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal

VI. Presentations

  1. Clerk to the Board – Proclamation for National County Government Month (April 2025): The Board unanimously adopted the proclamation for National County Government Month for April 2025.
     
  2. Clerk to the Board – Week of the Young Child Proclamation: The Board unanimously adopted the Week of the Young Child proclamation.
     
  3. EMS – Emergency Medical Services Program Presentation: The Board received a presentation regarding Emergency Medical Services program. The Board unanimously approved a request to begin PORT services related to the new Community Paramedic program. The presentation is available on the Brunswick County Agendas and Minutes Portal

VII. Administrative Report 

  1. Public Utilities – H2GO Request for Infrastructure Conveyance: The Board voted 3-2 to approve granting a request from H2GO to convey a 16-inch water line that crosses under US-17 to H2GO (Yes: Forte, Cooke, Williams; No: Thompson, Sykes).
     
  2. Planning – Update on the Proposed UDO Text Amendments: The Board received an update on the proposed UDO text amendment. During the update, staff asked the Board to consider the potential limitations Session Law 2024-57 may pose on the County should any proposed bills to repeal or modify the impacts of SL 2024-57 not be approved. In November 2024, S.B. 382 was moving through the NC General Assembly and became session law on Dec. 11, 2024. SL 2024-57 does not allow local governments to downzone properties (decrease density or reduce permitted uses) or create any type of non-conformities in non-residential zoning districts without consent of owner. 

    Planning staff has been collaborating with N-Focus to integrate portions of the three text amendments into the new UDO if they become allowable under law. However, if the current law is not changed, elements of the text amendments cannot be included in the new UDO, and alternatives will have to be examined. A draft UDO is expected to be finalized by this summer. 

    Staff asked the Commissioners for guidance on whether they would like to set public hearings and consider the text amendments (knowing that staff will recommend denial of those that do not meet current state law), or if the Board would like to withdraw the amendments and instruct staff to incorporate allowable elements into the forthcoming UDO. 
     
    The Board voted 3-2 to approve withdrawing the text amendments and to refer them to the committee to be considered and potentially incorporated as part of the UDO update process (Yes: Forte, Cooke, Williams; No: Thompson, Sykes). The Board also directed staff to draft and send a letter to state legislators requesting the General Assembly rescind S.B. 382 (SL 2024-57). 

VIII. Board Appointments

  1. Clerk to the Board – Library Board: The Board unanimously voted to appoint Melissa Warren to the Library Board vacancy. 
     
  2. Clerk to the Board – Ocean Isle Beach Planning Board/ETJ: The Board unanimously voted to appoint Ed Miller to the Ocean Isle Beach Planning Board and Board of Adjustments ETJ vacancies.
     
  3. Clerk to the Board – Town of Carolina Shores Planning Board and Board of Adjustments ETJ: The Board unanimously voted to appoint Normand Neligon to the Town of Carolina Shores Planning Board ETJ vacancy and Ruth Campbell to the Town’s Board of Adjustments ETJ vacancy.

Public Comment and Public Hearings

Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
