MEDIA RELEASE
BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a special meeting beginning at 9 a.m. and a regular meeting at 3 p.m. this Monday, May 5, 2025.
The Board held a workshop on the preliminary draft Fiscal Year 2026 (FY26) budget during the special meeting. No vote was taken during the workshop. The workshop presentation can be viewed in the Brunswick County Agendas and Minutes Portal and at brunswickcountync.gov/budget.
Upcoming Commissioner Meetings Featuring FY26 Recommended Budget:
- Monday, May 19 at 6 p.m.: Presentation of the FY26 Recommended Budget
- Monday, June 2 at 1 p.m.: FY26 Special Budget Workshop (Tentative/If Needed)
- Monday, June 2 at 3 p.m.: Public Hearing on the FY26 Recommended Budget
- Monday, June 16 at 6 p.m.: Consider adoption of the FY26 Recommended Budget Ordinance, Capital Improvement Plan and Fees

The next regular meeting is scheduled for Monday, May 19 at 6 p.m. The FY26 Recommended Budget will be presented during this meeting.

III. Adjustments/Approval of Agenda
The Board unanimously approved the agenda with the following amendment:
- Added Administration Item No. 2 – Veterans Services –N.C. Department of Military and Veterans Affairs Grant
- Added a presentation from NC Forest Service under Presentations
V. Approval of Consent Agenda
The Board unanimously approved the consent agenda as previously amended and including the technical recommendations Commissioner Frank Williams provided to Consent Agenda Item No. 3: County Attorney – Modifications to the Brunswick County Contracting and Purchasing Policy. VI. Presentations
- Code Administration – Building Safety Month Proclamation: The Board received a presentation and unanimously approved a proclamation to recognize May as Building Safety Month.
- Utilities – Source Water Resiliency and Response Plan (SWRRP) Certification: The Board approved the Source Water Resiliency and Response Plan (SWRRP) and authorized the Brunswick County Public Utilities Director to certify the plan as required by the North Carolina Administrative Code rule for Source Water Protection Planning.
- NC Forest Service Presentation: NC Forest Service Area Ranger Alan Matthews provided an update on the current efforts to respond to the Sunset Road wildfire in the Boiling Spring Lakes area. No vote was taken during the presentation.
VIII. Administration Report
- Administration – Renewal of Agreement with Ward and Smith, P.A.: The Board approved 4-1 a renewal agreement for services related to governmental and legal matters with Ward and Smith, P.A. This includes helping to identify and apply for federal monies and grant opportunities related to water and sewer infrastructure projects and improvements. (Yes: Cooke, Forte, Thompson, Williams; No: Sykes)
- Veterans Services –N.C. Department of Military and Veterans Affairs Grant: Brunswick County Veterans Services has been awarded $18,288.97 from the NC Department of Military and Veteran Affairs (NCDMVA) Grant Program for County Veterans Offices (GPCVO). The award is made possible by non-recurring funding by the NC General Assembly. Funds must be for allowable costs which provide services to veterans. The Board unanimously accepted receiving the grant.

Public Comment and Public Hearings
Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.
Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
