PUBLIC NOTICE

The Brunswick County Board of Commissioners met for a regular meeting at 3 p.m. this Monday, Aug. 4, 2025.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

The next regular meeting is scheduled for Monday, Aug. 18 at 6 p.m.

III. Adjustments/Approval of Agenda

The Board unanimously approved (4-0) the agenda as amended:

  • Removed the Administrative Report item titled County Attorney – Requested Amendments to Rules of Procedure from the agenda.  
  • Added a Closed Session item to the agenda. 

V. Approval of Consent Agenda

The Board unanimously approved (4-0) the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal

VI. Presentations

  1. Administration – Cape Fear Resource Conservation and Development Presentation: The Board received a presentation of current and upcoming projects from Danielle Darkangelo, Executive Director of Cape Fear Resource Conservation and Development. No vote was taken.
     
  2. Planning – UDO Modernization Project – Status Update: The Board received a status update on the Unified Development Ordinance (UDO) Modernization Project. The presentation is available on the Agendas and Minutes Portal. The Board engaged in discussion with the consultant and staff on the presentation. The Board approved (3-1) having the consultant and staff return with an additional option that would give the authority for final decisions on planned developments to the Board of Commissioners. (Yes: Sykes, Thompson, Williams; No: Forte)

VII. Public Hearings

  1. Public Housing – Public Housing Public Hearing: The Board held a public hearing to receive comments or suggestions on the Public Housing Agency's goals, objectives, and policies. There was one request to speak, but they were not present at the time of the public hearing. Following the closure of the public hearing, the Board unanimously approved (4-0) the PHA’s goals, objectives, and policies, which include the five-year plan, consolidated certification of consistency with the state consolidated plan, and the civil rights certification. 

VIII. Administrative Report

  1. Clerk to the Board – Consideration of Seat Assignment to the Newly Created Coastal Counties Fisheries Coalition: The Board unanimously appointed (4-0) Vice Chairman Marty Cooke to the newly formed Coastal Counties Fishers Coalition.
     
  2. Utilities – Arcadis – Professional Services Agreement – Reclaimed Water Ordinance and Master Plan: The Board unanimously authorized (4-0) the Chairman and Clerk to the Board to execute the professional services agreement with ARCADIS G&M of North Carolina, Inc. in the amount of $695,000 for engineering services and other related services in association with the Reclaimed Water Ordinance and Master Plan.
     
  3. Utilities – King Construction Services Inc. – Longwood Road Sewer Project (DEQ-ARPA Grant) – Construction Agreement: The Board unanimously approved (4-0) appropriations, authorize staff to issue a notice of award, and authorize the Chairperson and Clerk to the Board to execute a contract with King Construction Services, Inc. in the amount of $23,054,203.54 for the construction of the Longwood Road Sewer Project (SRP-W-ARP-0297), contingent upon County Attorney review and approval of the contract, performance and payment bonds, NC E-Verify documentation, affidavits of compliance, and insurance certificates; contingent upon receiving authorization to award from NCDEQ – Division of Water Infrastructure; and authorize the use of $9,690,080 in County funds to supplement the DEQ-DWI-ARPA grant for the project.
     
  4. Utilities –King Construction Services Inc. – Longwood Road Sewer Project (DEQ-ARPA Grant) – Change Order No. 1: The Board unanimously approved (4-0) Deductive Change Order No. 1 with King Construction Services in the amount of $4,091,080, reducing the contract amount to $18,963,123.54, with no change in contract completion date or the overall project budget, for work associated with the Longwood Road Sewer Project.

IX. Board Appointments

  1. Clerk to the Board – Board Appointments – Town of Sunset Beach Board of Adjustments ETJ: The Board unanimously appointed (4-0) Karen Hall to the Town of Sunset Beach Board of Adjustments as the ETJ Member.
     
  2. Clerk to the Board – Board Appointments – TDA: The Board unanimously appointed (4-0) Tinisha Green to the Tourism Development Authority (TDA) as the appointee for the North Brunswick Chamber of Commerce.

X. Closed Session

  1. County Attorney – Closed Session: The Board unanimously moved (4-0) to enter into closed session pursuant to N.C.G.S. 143-318.11(a)(3) to consult with its attorney in order to preserve attorney-client privilege. There was nothing to report and no vote was taken upon return from closed session.

Public Comment and Public Hearings

Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
