MEDIA RELEASE
BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a special meeting beginning at 9 a.m. and a regular meeting at 6 p.m. this Tuesday, Jan. 16, 2024. The special meeting was recessed on Tuesday afternoon and was reconvened on Wednesday, Jan. 17 at 9 a.m.
Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agenda and Minutes Portal.

III. Adjustments/Approval of Agenda
The Board of Commissioners unanimously approved the agenda with the following adjustments:
- Moved to add a presentation from NCDOT on the Cape Fear Memorial Bridge Project before Public Comment.
- No action was taken following the presentation.
- Moved to add a personnel action before the NCDOT presentation and to remove the item under Closed Session.
- The Board unanimously appointed Bryan Batton as County Attorney effective Feb. 1, 2024.
- Moved to add a presentation on winter weather preparedness under Presentations.
V. Consent Agenda
The Board of Commissioners unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agenda and Minutes Portal.
VI. Presentations
- Emergency Services – Winter Weather Preparedness Presentation: Staff presented on preparation efforts ahead of projected winter weather later this week. The Board took no action.
- Clerk to the Board – Proclamation in Support of MyFutureNC Attainment Goals: The Board approved 4-1 the resolution supporting MyFutureNC. Yes: Thompson, Forte, Cooke, Williams; No: Sykes
- Finance – Water and Sewer System Development Fees – Update: The Board received an update to Brunswick County's Water and Sewer System Development Fee Analysis originally presented on April 3, 2023, and unanimously approved posting the report for public review and comment.
- Planning – Waccamaw River Drainage Study Community Meeting Announcement from Cape Fear Resource Conservation & Development: The Board received a presentation by Executive Director Danielle Darkangelo with Cape Fear Resource Conservation and Development about a Waccamaw River Drainage Project in Brunswick County.
- Communications – New Brunswick County Website Overview: The presentation on Brunswick County's new website was moved to the special meeting that reconvened on Wednesday, Jan. 17 at 9 a.m.
VII. Public Hearings
- Planning – Request to consider a petition to abandon by resolution a portion of Bill Holden Road (SR 1148) from the State Maintained Secondary Road System located 0.38 Miles East of Village Point Road (SR 1145) at the intersection with Milligan Lane and River Bend Drive to the End of State Maintenance for a total distance of 0.02 Miles: The Board held a public hearing; there was one request to speak. Following the public hearing, the Board unanimously adopted the petition to abandon by resolution a portion of Bill Holden Road (SR 1145) from the State Maintained Secondary Road System.
VIII. Administrative Report
- Clerk to the Board – Resolution Establishing FY24-25 Board of Commissioners Meeting Schedule: The Board tabled discussion on the draft Board of Commissioners' annual meeting schedule for FY24-25 and will readdress the resolution at a future meeting.
- Administration – Brunswick County Response to Proposed Homeowners Insurance Rate Increase: The Board discussed a response to the North Carolina Rate Bureau request for a steep increase in homeowners insurance rates and directed staff to work with the chairman to draft a letter to NC Insurance Commissioner Mike Causey.
IX. Board Appointments
- Clerk to the Board – Brunswick Community College Board of Trustees Appointment: The Board unanimously appointed Ann Landis to the BCC Board of Trustees.

BOLIVIA, N.C. – The Brunswick County Board of Commissioners will meet for a special meeting beginning at 9 a.m. and a regular meeting at 6 p.m. this Tuesday, Jan. 16, 2024. The public is welcome to attend in person or watch live online via Zoom (details below).
The Board will hold the Fiscal Year 2025 Countywide Goals Workshop during the special meeting. During this workshop, departments will present an update on their latest accomplishments, opportunities, challenges, and tactics to support the commissioners’ goals in alignment with the FY23-FY27 Strategic Plan.
The commissioners’ chambers are on the first floor of the David R. Sandifer Administration Building at 30 Government Center Drive in Bolivia (28422).

Public Comment and Hearings
Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.
Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
