PUBLIC NOTICE

The Brunswick County Board of Commissioners met for a regular meeting at 3 p.m. this Monday, Nov. 3, 2025.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email. 

The next regular meeting is scheduled for Monday, Nov. 17 at 6 p.m. 

Meeting Livestreams/Replays Moving to Agendas & Minutes Portal

Moving forward, all future Board of Commissioners meetings will be streamed live and archived for replay directly through the Brunswick County Agendas and Minutes Portal. This will replace the use of Zoom and YouTube for future streaming and archiving needs. 

The meeting stream and replay for each meeting can be accessed in the Portal through the Media (Camera) Icon. Click here to view the replay in the Portal for the Nov. 3, 2025, meeting.

This change is expected to begin with the regular meeting on Monday, Nov. 17, 2025. Brunswick County will communicate any changes to this planned transition should they become necessary.

III. Adjustments/Approval of Agenda

The Board unanimously approved (4-0) the agenda as presented. (Note: Commissioner Thompson was not present for this vote due to unforeseen circumstances.)

V. Approval of Consent Agenda

The Board unanimously approved (5-0) the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal.

VI. Presentations

  1. Clerk to the Board – Proclamation Recognizing November as National Hospice Month: The Board unanimously adopted (5-0) a proclamation recognizing November 2025 as National Hospice Month.
     
  2. Finance – Auditor's Report on the Annual Comprehensive Financial Report for the Fiscal Year Ended June 30, 2025: The Board received the report from Mr. Alan Thompson, audit partner from Thompson, Price, Scott, Adams & Co., P.A., regarding the auditors' opinion of the Annual Comprehensive Financial Report for the fiscal year ended June 30, 2025. The presentation is available on the Brunswick County Agendas and Minutes Portal. No vote was taken.

    Brunswick County received a draft unmodified opinion from the auditing firm, which is a positive finding. The auditors found no significant findings or mis-statements in the report, resulting in a clean audit opinion. Mr. Alan Thompson noted that the auditors and the County cannot submit the final version of the audit to the Local Government Commission (LGC) due to the federal government shutdown, which affects the Office of Budget and Management (OBM).

  3. Clerk to the Board – Presentation from Wilmington Urban Area Metropolitan Transportation Organization (WMPO) Regarding the 2050 Metropolitan Transportation Plan: The Board received a presentation on behalf of the WMPO on the 2050 Metropolitan Transportation Plan. The presentation is available on the Brunswick County Agendas and Minutes Portal. No vote was taken.

VII. Administrative Report

  1. Administration – Carolina Bays Parkway Resolution: The Board considered a resolution regarding the Carolina Bays Parkway. The Board invited NCDOT Division 3 Engineer Trevor Carroll to speak and address questions and concerns with the Board. Following discussion, a motion was made to approve the resolution. The motion failed 3-2 (No: Forte, Sykes, Williams; Yes: Cooke, Thompson).

    Mr. Carroll noted that the Commissioners’ comments and concerns addressed during this meeting would be included as part of the record for the public comment period on the project, which is open through Nov. 21, 2025.
  1. Engineering – HHS-EOC Design-Build Project Update: The Board received an update on the new Health and Human Services (HHS) – Emergency Operations Center (EOC) design-build project. The presentation is available on the Brunswick County Agendas and Minutes Portal. No vote was taken.

The Brunswick County Board of Commissioners will meet for a regular meeting at 3 p.m. this Monday, Nov. 3, 2025. The public is welcome to attend in person or watch live online via Zoom.

The commissioners’ chambers are on the first floor of the David R. Sandifer Administration Building at 30 Government Center Drive in Bolivia (28422).

Public Comment and Public Hearings

Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
