Here’s what you missed at the Oct. 17 Brunswick County Board of Commissioners meeting

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for its regular meeting this Monday, Oct. 17 at 6 p.m.

III. Adjustments/Approval of Agenda
The Board of Commissioners unanimously moved (4-0) the following Administrative Report Items to the Consent Agenda. The Board unanimously approved the agenda as amended.
- Sheriff’s Office – ARPA Revenue Replacement Project – Armored Vehicle: The Board of Commissioners approved one of the Revenue Replacement Projects that is part of the overall American Rescue Plan Act (ARPA) implementation. This project, titled Armored Rapid Response Vehicle on the approved list, is the purchase of a specialty vehicle for the Sheriff’s Office at a value of just under $330,000. The Board of Commissioners also awarded the contract for this project to Lenco Industries Inc. utilizing the North Carolina Sheriffs’ Association Fire/EMS/Law Enforcement Specialty Vehicles Procurement Program Contract.
- Sheriff’s Office – GHSP Traffic Unit Grant Award Acceptance: The Board of Commissioners accepted a grant award with the North Carolina Governor’s Highway Safety Program (GHSP), which will allow for the creation of a Traffic Unit at the Sheriff’s Office. The grant provides for federal funding of three deputy positions, vehicles, and associated equipment. The total value of the grant is $331,367.00 with a 15% county match of $58,477 for a total project cost of $389,844 the first year.

- The Board of Commissioners unanimously approved (4-0) the Consent Agenda as amended.
VI. Presentation
- Governing Body – Resolution Supporting Operation Green Light for Veterans: The Board of Commissioners unanimously adopted (4-0) the attached resolution honoring veterans of Brunswick County. The resolution supports the upcoming Operation Green Light initiative to show support for veterans of all military conflicts, as well as raise awareness about the unique challenges faced by many veterans (and their families) and the resources that are available at the county, state, and federal level to assist veterans and their families. VII. Administrative Report
- Administration – Inclement Weather Pay 9/30/22: The Board of Commissioners unanimously approved (4-0) a one-time payment of up to one normal shift’s pay to each essential employee for the hours worked on any shift that began during Sept. 30, 2022.
- Parks and Recreation – Capital and Deferred Maintenance Funding Request: The Board of Commissioners unanimously appropriated (4-0) available fund balance to pay-go operating improvements previously identified in the Five-Year Capital Improvement Plan for park repair, maintenance, and capital improvements. The parks identified for these improvements are Dutchman Creek Park, Brunswick Nature Park, Town Creek Park, and Ocean Isle Beach Park. Funds will be utilized to improve park access, security, ADA accessibility, lighting, signage, equipment/amenity replacement and maintenance, and aesthetics. Installation of automatic gates at several of the parks will also provide the County with annual cost savings by eliminating the need for full and part-time staff from opening and closing the gates daily (an estimated cost savings of $99,000/annually).
- Planning – Municipal Planning Services for Town of Sandy Creek: The Board of Commissioners unanimously agreed (4-0) to enter into an interlocal agreement with the Town of Sandy Creek to provide municipal planning services. Planning staff will work with the Town of Sandy Creek to finalize the agreement.
- Utilities – Utilities Operation Center Building Expansion Project: The Board of Commissioners unanimously authorized (4-0) the Chairman and Clerk to the Board to execute the contract with Paragon Building Corporation in the amount of $1,512,976 for the construction of the Utility Operations Center Building Expansion project, approved additional funds in the amount of $520,576 for the project, authorized the associated budget amendment, and authorized the notice to proceed.

Additionally, some meetings have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic. Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
