BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, Nov. 6 at 3 p.m.

V. Consent Agenda
- The Board of Commissioners unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agenda Portal.
VI. Presentations
1. Clerk to the Board – Proclamation for National Hunger and Homelessness Awareness Week: The Board of Commissioners unanimously adopted the National Hunger and Homelessness Awareness Week proclamation. Download the photo from the proclamation presentation here.
2. Finance – Auditor’s Report on the Annual Comprehensive Financial Report for the Fiscal Year Ended June 30, 2023 (Alan Thompson, Partner – Thompson, Price, Scott, Adams & Co., P.A.): The Board of Commissioners received the report from Mr. Alan Thompson, partner of Thompson, Price, Scott, Adams & Co., P.A., regarding the auditors’ opinion of the Annual Comprehensive Financial Report for the fiscal year ended June 30, 2023. The auditors found no significant findings or misstatements in the report, resulting in a clean audit opinion. The auditors commended the Brunswick County Finance Department for its strong work and financial record keeping processes. No action was taken. The auditor’s report is available on the Brunswick County Agenda Portal.
3. Administration – Wilmington Urban Area Metropolitan Planning Organization Annual Report: WMPO Deputy Director Abby Lorenzo and Senior Transportation Planner Vanessa Lacer provided a presentation of their FY 2022-23 annual report and Metropolitan Transportation Plan (MTP) update. No action was taken. The presentation is available on the Brunswick County Agenda Portal. Some of the presentation topics are listed below. The WMPO encourages residents to submit their input on the Cape Fear Navigating Change survey for the MTP update at wmpo.org/2050mtp.
- i. MTP development, requirements, and public outreach (Cape Fear Navigating Change 2050)
- ii. Long-range planning efforts
- iii. 2024-2033 State/MPO Transportation Program Development in collaboration with NCDOT
- iv. Successful FHWA/FTA 2023 certification review
- v. Coordination with NCDOT on Cape Fear Memorial Bridge replacement
- vi. Transportation Demand Management Program (Annual Brunswick Heritage Riverside Ride, Commuter Challenge, etc.)
VII. Administrative Report
1. Administration – Organizational Structure Changes: The Board of Commissioners unanimously approved the recommended changes to the organizational structure to improve senior management efficiency and enhance service provision.
2. Administration – Request to Submit Application for United States Army Donation Program for Combat Materials: The Board of Commissioners moved 4-1 to approve an application to the United States Army Donations Program to receive a piece of combat equipment for static display on the County campus (Yes: Thompson, Forte, Cooke, Williams; No: Sykes). Any future discussion on a potential donation to the County would first be contingent on whether the U.S. Army approves the application.
3. Code Administration – Fire Marshal – Request for Three New FTE Fire Inspector/Investigator Positions: The Board of Commissioners unanimously approved the Fire Marshal’s Office request for three new positions, and the corresponding budget amendment for the positions and their equipment. The new positions were requested to better accommodate the growing demand for such services effectively and efficiently, and to meet stricter state laws for fire inspection deadlines.
4. Code Administration – Request for Four New FTE Multi-trade Inspectors: The Board of Commissioners unanimously approved Code Administration’s request for four new full-time equivalent positions for multi-purpose inspectors, in addition to the budget amendment necessary for the positions and their equipment. The new positions were requested to better accommodate the growing demand for such services effectively and efficiently. The department is currently averaging about 10,000 inspections per month.
5. Engineering – Board Update on the Enterprise Fund Neighborhood Water Main Program and FY16 Top (7) Water Main Project: The Board of Commissioners received an update on the Enterprise Fund Neighborhood Water Main Program and the FY16 Top (7) Water Main Project. No action was taken. The full update is available on the Brunswick County Agenda Portal.
Due to the length of new mains within the Top (7) areas, and the associated cost, the project was set up and funded to be completed in four contracts:
- i. Contract A was Apollo Street and was added to the project by direction due to documented well contamination on Apollo Street from an underground petroleum flume. Contract A was completed several years ago.
- ii. Contract B was Taft Road and Sea Wynd Subdivision, Old Town Creek Road, and High Meadows Subdivision, and was completed several years ago.
- iii. After Contract A and B were completed, staff were directed to hold on bidding for Contract C and D while awaiting available funding for those last two contracts. Staff were given the approval to bid and construct both Contract C (Ludlum Road, Russtown Road, and Country Meadows Subdivision) and Contract D (Big Neck Road and Mill Branch Road) in FY23 and close out this project. The bid opening for those two contracts was held on March 16, 2023, and was awarded to the T. A. Loving Construction Company, Inc. Notice to Proceed to TALCO was July 10, 2023, and the contract end date is Feb. 5, 2024. The project is underway and proceeding well.
6. Health Services – Fee Schedule Adjustments: The Board of Commissioners reviewed and unanimously approved the proposed fee schedule changes for clinical and environmental health services. The clinical services changes are additions to capture newly available reimbursements and to offset laboratory costs, and the environmental health changes are required per recently passed state legislation. 7. Sheriff’s Office – Cape Fear Regional Jetport Lease Agreement: The Board of Commissioners unanimously approved a lease agreement with the Cape Fear Regional Jetport valued at $39,600 per year, using existing budgeted funds.
8. Sheriff’s Office – Emergency Truck Replacement: The Board of Commissioners unanimously approved a budget amendment of $70,000 for an emergency diesel truck replacement for the Sheriff’s Office.
9. Sheriff’s Office – Lenovo Contract Approval – FY24 Approved Computers: The Board of Commissioners unanimously approved a contract with Lenovo for the purchase of computers approved in the Sheriff’s Office, Detention Center, 911 Communications, and Animal Protective Services budgets.
10. Sheriff’s Office – Munson Boats Agreement – Port Security Grant: The Board of Commissioners moved 4-1 to approve a contract with Munson Boats for the purchase of the awarded boat in the Port Security Grant Program (Yes: Thompson, Forte, Cooke, Williams; No: Sykes). The Board accepted the grant for the awarded boat during the regular meeting on Sept. 18, 2023.
VIII. Board Appointments
1. Clerk to the Board – SUAC School Board Appointee: The Board of Commissioners unanimously appointed Meghan Wilson as the BC School Board Appointee to the Substance Use and Addiction Commission (SUAC).
