Here’s what you missed at the March 20 Brunswick County Board of Commissioners meeting

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, March 20 at 6 p.m.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports on the Brunswick County CivicClerk Agenda Portal at brunswickcountync.gov/agendas.

VI. Presentations
  1. Clerk to the Board – Resolution – National County Government Month: The Board of Commissioners unanimously adopted the resolution recognizing the services that this county and others across the country provide citizens daily.
  2. Health Services – Brunswick Substance Use and Addiction Commission Quarterly Report: The Board of Commissioners received the Substance Use and Addiction Commission quarterly report. No action was taken. Key updates included an initiative with Brunswick County Schools to educate students and parents during Substance Abuse Prevention Month this past October, the latest statistics on substance abuse-related deaths in the county and state, and the Commission’s 2022 highlights.
  3. Utilities – Wastewater Master Plan Presentation: The Board of Commissioners received a presentation on the Comprehensive Wastewater Master Plan. No action was taken. Staff will present the wastewater master plan to the Board again at a future meeting to consider approval. The presentation included an overview of the existing wastewater system, how the master plan factors in wastewater growth/needs and major developments, coordination with the Planning Department and the County’s new land use plan, wholesale customer growth projections, recommended primary infrastructure improvements, and anticipated wastewater treatment plant expansion needs.
VII. Administrative Report
  1. Communications – Brunswick County Branding Project and Concept Update: The Board of Commissioners reviewed and unanimously adopted the new seal concept and color palette and allow for minor modifications (as necessary) to finalize the project. Brunswick County will not spend funds on replacing any items and materials using the old seal design as long as they remain serviceable and in stock. Communications staff will next work with the branding consultants at Ford Design to finalize and transfer the branding files to the County and develop a roll-out plan to begin using the new branding materials.
  2. Human Resources – Proposed Temporary Telecommuting Pilot Program: The Board of Commissioners unanimously approved a Temporary Telecommuting Pilot Program for the period of April 1, 2023, through Oct. 31, 2023.
VIII. Other Business / Informal Discussion
  • Commissioner Frank Williams presented a resolution opposing the acceptance of private money in North Carolina elections. The resolution encourages the Board of Elections to terminate its participation in the U.S. Alliance for Election Excellence, directs Brunswick County staff to identify suitable alternatives to the Alliance, and directs staff to include reasonable membership dues and travel expenses in the Brunswick County Board of Elections’ budget to cover the elections director’s participation in adequate training and networking opportunities. The Board unanimously approved adding the resolution to the agenda. Chairman Thompson called for a five-minute recess to allow the Board time to review and for meeting participants to have a break. Upon returning from recess, the Board unanimously adopted the resolution.
  • Commissioner Marty Cooke acknowledged the passing of resident Joe Taylor and extended his condolences to Mr. Taylor’s family and loved ones.

Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
