Here’s what you missed at the March 6 Brunswick County Board of Commissioners meeting

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, March 6 at 3 p.m.
Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view an online and PDF version of the full agenda and accompanying reports at brunswickcountync.gov/agendas.

Note: The item titled Sheriff’s Office – Resolution Supporting the Reclassification of Brunswick County 911 Dispatchers originally listed under Presentations was moved to Consent Agenda. The consent agenda was unanimously approved.
VI. Presentations
1. Administration – Legislative Update: The Board of Commissioners received a legislative program update and a preview of the recently started new session of congress from Mike McIntyre of Ward and Smith. No action was taken. A copy of the update can be found in the agenda packet on the Brunswick County CivicClerk Agenda Portal.
Mr. McIntyre provided updates on key Congressional news including legislation related to water infrastructure and PFAS. He also addressed potential federal grant opportunities the County could consider and Ward and Smith’s efforts to earmark three Brunswick County projects during the last two-year session of Congress:
- $1,052,500 for the Whiteville Road Force Main Project Design and Engineering, which was submitted by Representative David Rouzer and included in the House Transportation, Housing, and Urban Development appropriations bill.
- $2,105,000 for the Northwest Water Treatment Plant to Bell Swamp Transmission Project Design and Engineering, which was submitted by Senator Richard Burr and included in the Senate Interior, Environment, and Related Agencies appropriations bill. Senator Burr only submitted two requests under this account for the whole state of North Carolina.
- $100,000 for the Highway 74/76 Industrial Park Tank Project, which was submitted by Representative Rouzer and included in the House Energy and Water Development appropriations bill. Representative Rouzer could only request funding for up to 15 projects during the entire FY 2023 budget process.
2. Social Services – Social Work Month Proclamation: The Board of Commissioners unanimously proclaimed March 2023 as National Social Worker Appreciation Month in Brunswick County and presented the proclamation to Health and Human Services in support of the social work profession. 3. Utilities – Raftelis Organizational Assessment: The Board of Commissioners received the results of the Utilities Organizational Assessment conducted by Raftelis Consultants. No action was taken. A copy of the presentation can be found in the agenda packet on the Brunswick County CivicClerk Agenda Portal.
VII. Administrative Report
1. County Attorney – Opioid Litigation Settlements with Pharmacy Defendants: The Board of Commissioners unanimously adopted the “Resolution by the County of Brunswick Authorizing Execution of Opioid Settlements and Approving the Supplemental Agreement for Additional Funds Between The State of North Carolina and Local Governments on Proceeds Relating to the Settlement of Opioid Litigation.”
This resolution is related to a pending national settlement with the large pharmaceutical defendants—Walmart, CVS, Walgreens, Teva, and Allergan—which is expected to result in $600 million to North Carolina with Brunswick County’s share of the settlement proceeds expected to total $10.9 million. The resolution authorizes the county attorney to sign and ratify related documents electronically and acknowledges the County’s participation in the litigation.

1. Clerk to the Board – Brunswick County Joint Community Advisory Committee Appointment: The Board of Commissioners unanimously approved the appointment of Kristina Johnson to the Brunswick County Joint Community Advisory Board.

Public Comment and Hearings
Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.
Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
