Here’s what you missed at the April 17 Brunswick County Board of Commissioners meeting

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, April 17 at 6 p.m.
Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports on the Brunswick County CivicClerk Agenda Portal at brunswickcountync.gov/agendas.
The next regular meeting is scheduled for Monday, May 1 at 3 p.m.

VI. Presentations
- Clerk to the Board – Lineman Appreciation 2023 Proclamation: The Board of Commissioners unanimously adopted (4-0) the Lineman Appreciation Day proclamation as April 18, 2023. The proclamation honors lineman for their dedication, passion, long hours, and service to the Brunswick County community.
- Clerk to the Board – Honor Flight Resolution: The Board of Commissioners unanimously adopted (4-0) the resolution recognizing the Honor Flight of the Cape Fear Area. This organization is providing World War II, Korea War, and Vietnam War veterans an opportunity to fly out of Wilmington International Airport to Washington D.C., to visit their respective memorials. The next Honor Flight is April 29, 2023, and will include 24 veterans from Brunswick County. Learn how veterans can apply for future honor flights, how residents can participate in the welcome home celebration and more at honorflightcfa.org.
- Utilities – Drinking Water Week Resolution: The Board of Commissioners unanimously adopted (4-0) the resolution recognizing May 7-13, 2023, as Drinking Water Week. Drinking Water Week is an annual observance the first week in May sponsored by the American Water
Works Association to recognize the critical role drinking water plays in our daily lives. This year, Drinking Water Week encourages participants to recognize and honor the critical work that water professionals accomplish around the clock to deliver quality tap water.
VII. Public Hearings
- Public Housing – Public Housing Annual Public Hearing: The Board of Commissioners conducted a public hearing to receive comments or suggestions on the Public Housing Agency’s goals, objectives, and policies. There were no requests to speak during the public hearing. Staff will send a report on the public hearing to the U.S. Department of Housing and Urban Development.
VIII. Administrative Report
- Administration – Enterprise Revenue Bonds: The Board of Commissioners unanimously approved (4-0) the engagement of Raftelis Financial Consultants, Inc. to perform a financial feasibility review, Parker Poe to serve as bond counsel, Davenport Public Finance to serve as the county’s financial advisor, and Robert W. Baird & Co., Incorporated to serve as managing underwriter and/or placement agent on the Series 2023 Enterprise System Revenue Bonds to construct a 0.75 MGD expansion of the West Brunswick Regional Wastewater System at the Shallotte plant site. There is also the potential for funding a biosolids processing facility project.
- County Attorney – Resolution Opposing Senate Bill 673: The Board of Commissioners unanimously adopted (4-0) a resolution opposing Senate Bill 673 titled “Water and Wastewater Relief Act.” Although framed as relief and simplification of water transfer procedures, the bill would lessen regulation on interbasin transfers in a way that will negatively affect Brunswick County and every water utility on the Cape Fear River south of Jordan Lake.
- County Attorney – Resolution Supporting House Bill 544 Limiting Shark Fishing Tournaments: The Board of Commissioners unanimously adopted (4-0) a resolution supporting House Bill 544 limiting shark fishing tournaments. House Bill 544 would amend N.C.G.S. 113-192 to make it unlawful, between May 1 and October 31 of each year, to take sharks as part of a recreational fishing tournament where the person landing the shark is on the shore or on a structure attached to the shore of Carolina Beach, Caswell Beach, Holden Beach, Kure Beach, Oak Island, or Bald Head Island.
IX. Other Business/Informal Discussion
- Commissioner Pat Sykes addressed her questions and concerns about development, growth impacts on the wastewater system, the Unified Development Ordinance, and protection of the County’s water sources.
- Commissioner Frank Williams noted the Board of Commissioners typically does not vote on resolutions concerning state legislation, but the two resolutions adopted tonight under the Administrative Report were particularly relevant to Brunswick County’s interests.

Public Comment and Hearings
Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.
Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
