Here’s what you missed at the April 3 Brunswick County Board of Commissioners meeting

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, April 3 at 3 p.m.
Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports on the Brunswick County CivicClerk Agenda Portal at brunswickcountync.gov/agendas.
The next regular meeting is scheduled for Monday, April 17 at 6 p.m.

VI. Presentations
- Administration – Water and Sewer System Development Fees: The Board of Commissioners received Brunswick County’s Water and Sewer System Development Fee Analysis and unanimously approved posting the report for public review and comment. The proposed fees will come before the Board to consider approving at a future meeting after at least 45 days have passed after posting on the website for public comment.
- Clerk to the Board – Resilient Brunswick County Proclamation: The Board of Commissioners received and unanimously approved a proclamation for Resilient Brunswick County.
- Health Services – Public Health Week Proclamation: The Board of Commissioners unanimously accepted the 2023 proclamation for Public Health Week.
- Social Services – Child Abuse Prevention Month Proclamation: The Board of Commissioners unanimously proclaimed April 2023 as Child Abuse Prevention Month in Brunswick County.
- Sheriff’s Office – National Public Safety Telecommunicators Week Recognition: The Board of Commissioners unanimously approved a resolution to formally recognize National Public Safety Telecommunicators Week.
VII. Administrative Report
- Administration – Renewal of Agreement with Ward and Smith: The Board of Commissioners unanimously approved a renewal agreement for services related to governmental and legal matters with Ward and Smith, P.A.
VIII. Board Appointments
- Clerk to the Board – Board of Equalization and Review Appointment: The Board of Commissioners unanimously appointed Mr. Mark Lindsey to the Equalization and Review Board seat as a District 1 appointee. The current seat was vacated by Mr. Bill Mathews. This appointment will expire June 30, 2023.
- Clerk to the Board – Health and Human Services Advisory Board Appointment: The Board of Commissioners unanimously appointed Dr. Kevin Jones to the Health and Human Services Advisory Board as the veterinarian appointee. The current seat was left vacant following the passing of Dr. Flint King this January. This appointment will expire June 30, 2023.
- Clerk to the Board – Southeast Brunswick Sanitary District Board Appointment: The Board of Commissioners unanimously approved the appointment of Mr. Bill Hurcomb to the Southeast Brunswick Sanitary District. This appointment will remain in place until the next election for the sanitary district board members, which is November 2023.
- Clerk to the Board – Southeastern Community Action Partnership Board Appointment Request: The Board of Commissioners unanimously appointed Mr. William Ballard to the Southeastern Community Action Partnership Board as the County Board appointee. He is eligible for reappointment again effective June 30, 2023, should the Commissioners deem it appropriate.
IX. Other Business/Informal Discussions
- Commissioner Pat Sykes addressed concerns about the code enforcement process. Deputy County Manager Haynes Brigman said staff is working on a list of potential solutions and enforcement tactics to improve the process that they will present to the Board at a future meeting in April or May.

If appointed, Mr. Ballard will be able to attend the Board of Directors Summit on behalf of Brunswick County this April 23-26, 2023. He was required by the bylaws to step down for one year and is eligible to be reappointed effective June 30, 2023, should the Commissioners deem it appropriate.
Public Comment and Hearings
Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.
Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
