Here’s what you missed at the Brunswick County Board of Commissioners July 18 meeting

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for its regular meeting this Monday, July 18 at 6 p.m.

III. Adjustments / Approval of Agenda
  • The Board of Commissioners unanimously moved to move Consent Agenda Item No. 4 to Administrative Report as Item No. 5 for discussion and approved the agenda as amended.
VI. Administrative Report
  1. Emergency Services – IEM Services Agreement: The Board of Commissioners moved 4-1 to approve a Services Agreement between IEM and Brunswick County for consulting services to conduct an update of the County-wide Emergency Operations Plan and Continuity of Operations Plan. Commissioners Thompson, Forte, Cooke, and Williams voted in favor of the item and Commissioner Sykes voted against the item as presented.

    The amendment appropriates fund balance of $159,500 for the County’s Emergency Operations Plan and Continuity of Operations Plan. This fund balance was committed and available because of the $10,000,000 standard allowance of ARPA funds used for general government services in the prior year. A preliminary list of Non-Eligible Projects for the Under $10,000,000 ARPA funding was provided at the May 16, 2022, board meeting and this was not a considered project at the time. Funds of $1,100,000 were earmarked for future projects and overruns. These funds will be reduced by $159,500 resulting in a “Remaining Funds” project balance of $940,500.

  2. Governing Body – NCACC Voting Delegate: The Board of Commissioners unanimously designated Commissioner Forte as the voting delegate and Commissioner Thompson as the alternate voting delegate to represent Brunswick County at the NCACC Annual Conference in Cabarrus County and the NCACC Legislative Goals Conference.
  3. Utilities – Lead and Copper Mitigation Program: The Board of Commissioners unanimously authorized the use of $1.4 million in County ARPA funds to create and fund a Lead and Copper Mitigation Program through December 2026 and approve an associated budget amendment. The program includes approval of a full-time employee position, consulting services for creation of an inventory database, and some anticipated construction costs for service line replacement.
  4. Utilities – SE Area Improvements – St. James: The Board of Commissioners unanimously approved and appropriated the use of $1,930,278.37 in County ARPA funds to fund a joint water transmission project with St. James and approve an Interlocal Agreement allowing St. James to subaward $1,991,221.63 of ARPA funds to Brunswick County for use in the project.
  5. Finance – Fiscal Items: The Board of Commissioners unanimously approved Budget Amendments, Capital Project Ordinances, and Fiscal Items with an amendment to the following item:
    • Dixie Youth Travel Restricted Budget Amendment: The Board of Commissioners approved the appropriation of up to $90,000 of fund balance appropriated for Parks and Recreation Administration Dixie Youth Travel restricted for Dixie Boys and Girls teams attending the world series. Staff recommended the Board increase the appropriated funds from the original estimate of $45,000 following parent concerns and requests to fund charter buses for participating youth instead of county vans since the tournament is in Louisiana and farther from Brunswick County than previous series events.

Below are a few selected items from the agenda that the Board of Commissioners will discuss and take possible action on during the regular meeting.

Additionally, some meetings have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic. Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
