Here’s what you missed at the Brunswick County Board of Commissioners August 1 meeting

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for its regular meeting this Monday, August 1 at 3 p.m.

Vice Chairman Mike Forte was absent from Monday’s meeting.

V. Approval of Consent Agenda (select items)

The Board of Commissioners unanimously approved the consent agenda as presented. Below are select items from the consent agenda that were approved.

Health and Human Services – Social Services – Brunswick Family Assistance (BFA) Funded Agency Agreement for FY 22-23: The Board of Commissioners unanimously moved to approve the renewal of the funded agency agreement between Brunswick County and the nonprofit agency Brunswick Family Assistance.

Operation Services – NCDPS Probation and Parole Leases: The Board of Commissioners unanimously moved to approve a lease agreement and a sublease agreement for three years beginning August 1, 2022, through July 31, 2025, to provide office space for NC Department of Public Safety Probation and Parole at no cost to the state agency.

VI. Presentation
  1. Engineering – Proposed Update to Stormwater Management Manual: The Board unanimously moved to approve updating the Brunswick County Stormwater Management Manual. The Board directed staff to engage stakeholders before presenting these revisions to the Board for future approval.
    1. The Brunswick County Planning Board approved a resolution for flood resiliency in Brunswick County on April 11, 2022, recommending changes to better address stormwater drainage and flooding. One recommendation is to update the Stormwater Management Manual to require new development projects to be designed to higher standards for stormwater control. Staff recommends the Board receive this Stormwater Management Manual update and approve staff updating the Stormwater Manual. Stormwater ordinance revisions will be brought to the Board at a future meeting for approval.
  2. Health and Human Services – Health Services – Community Health Assessment Update: The Board of Commissioners received an update on the 2022 Community Health Assessment. No action was taken. The 2022 Community Health Assessment (CHA) was launched on May 26 and is conducted at least every four years to determine the community’s needs and develop programs to address health priorities.
  3. Parks & Recreation – Recognition of 2022 Special Olympics USA Games: The Board of Commissioners unanimously adopted three resolutions recognizing Brunswick County athletes that competed at the Special Olympics USA Games in Bocce.
VII. Administrative Report
  1. Administration – ARPA Revenue Replacement Project – Radio Upgrades: The Board of Commissioners unanimously moved to approve one of the Revenue Replacement Projects that is part of the overall American Rescue Plan Act (ARPA) implementation. This project, titled Radio Upgrades on the approved list, is the overhaul of radios used by the Sheriff’s Office, Emergency Management, and Health Department and includes more than 500 radios at a value of $3,156,810.76.

Additionally, some meetings have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic. Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
