Here’s what you missed at the Sept. 18 Brunswick County Board of Commissioners meeting

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, Sept. 18 at 6 p.m.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports on the Brunswick County Agenda Portal at brunswickcountync.gov/agendas.

  1. General Federation of Women’s Clubs of Brunswick County: Step Up to End Hunger Day of Service: The Board of Commissioners unanimously approved the resolution in support of the Step Up to End Hunger Day of Service. Download photo: https://flic.kr/p/2p4crUb
  2. Proclamation – Constitution Week 2023: The Board of Commissioners unanimously adopted a proclamation honoring Constitution Week 2023. Download Photo: https://flic.kr/p/2p4crV8
  3. Proclamation of Suicide Prevention Month: The Board of Commissioners received and unanimously proclaimed September 2023 Suicide Prevention Month in Brunswick County.
  4. Trillium Presentation of Suicide Prevention Efforts and the 988 Suicide Prevention Lifeline: The Board of Commissioners received a presentation from Trillium staff with regard to suicide prevention efforts. No action was taken. The presentation is available on the Brunswick County Agenda Portal. Individuals can reach out to Trillium through their Member and Recipient Services phone line at 1-877-685-2415 or on their website at trilliumhealthresources.org. People can call or text 988 or chat 988lifeline.org for themselves or if they are worried about a loved one who may need crisis support. 988 serves as a universal entry point so that no matter where you live in the United States, you can reach a trained crisis counselor who can help. 988 offers 24/7 access to trained crisis counselors who can help people experiencing mental health-related distress. That could be:
    1. Thoughts of suicide
    2. Mental health or substance use crises
    3. Emotional distress
  5. Wellhead Protection Area Zoning Overlay District – Performance Standards Proposal: The Board of Commissioners unanimously approved an agreement with ECS Southeast in the amount of $47,760 to develop performance standards associated with the Brunswick County Wellhead Protection Area Zoning Overlay District.
VII. Public Hearings
  1. Public Hearing Regarding the Purchase of 539 Acres Located in the Mid-Atlantic Industrial Rail Park: The Board of Commissioners held a public hearing regarding the purchase of 539 acres of land at the Mid-Atlantic Industrial Rail Park. There were no requests to speak. The Board unanimously moved to direct staff to execute the contracts for the purchase of 539 acres of land at the Mid-Atlantic Industrial Rail Park. Ownership would allow the County to exercise full control over the land and allow for the County to hold the land for economic development purposes.
  2. UDO Text Amendment – First Responders Training Facilities: The Board of Commissioners held a public hearing on a proposed text amendment to the Brunswick County Unified Development Ordinance (UDO) to allow First Responders Training Facilities within the Industrial General (IG) Zoning District. There was one request to speak to ask questions. The Board of Commissioners unanimously approved the proposed text amendment with the addition of a special use permit requirement to allow such use in the IG zoning district and unanimously approved the consistency statement as read.
VIII. Administrative Report
  1. Administration – Brunswick Guarantee Agreement: The Board of Commissioners unanimously renewed an Agency Funding Agreement for the Brunswick Guarantee College Tuition Scholarship Program with the Brunswick Community College Foundation, Inc.
  2. Administration – First Amendment to the Interlocal Agreement Between Brunswick County and the City of Southport for the Provision of Wastewater Treatment Services: The Board of Commissioners unanimously approved the first amendment to the Sewer Service Agreement with the City of Southport originally adopted on Nov. 2, 2020.
  3. Health Services – Request Purchase Approval for Updated COVID-19 Vaccine: The Board of Commissioners moved 4-1 to approve the requested purchase and make the recently approved updated COVID-19 vaccine available. (Yes: Thompson, Forte, Cooke, Williams; No: Sykes)
  4. Sheriff’s Office – PSGP Grant Award Acceptance: The Board of Commissioners moved 4-1 to accept the Port Security Grant Program, awarded by the U.S. Department of Homeland Security. The total value of the grant is $643,584, with a 25% County match requirement of that total. (Yes: Thompson, Forte, Cooke, Williams; No: Sykes)
IX. Board Appointments

The Board of Commissioners moved to approve all four recommended appointments as presented below in one motion. All appointments were unanimously approved.

  1. Board Appointment – Jury Commission: The Board of Commissioners unanimously appointed Steve Stone as the Commissioners’ Appointee to the Jury Commission.
  2. Board Appointment – Substance Use and Addiction Commission Chief Superior Court Judge Designee: The Board of Commissioners unanimously approved the appointment of Johnnie McAdams as Chief Judge Disbrow’s designee.
  3. Board Appointment – Town of Sunset Beach ETJ Board of Adjustments Appointment: The Board of Commissioners unanimously appointed Sybil Kesterson to the Board of Adjustments for the Town of Sunset Beach as the Extraterritorial Jurisdiction (ETJ) Appointee.
  4. Board Appointment – Town of Oak Island ETJ Planning Board Appointee: The Board of Commissioners unanimously approved the appointment of Gene Brooks as the Town of Oak Island’s ETJ appointee to the Planning Board.

Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
