The Brunswick County Sheriff’s Office is re-advertising its request for proposals (RFP) from contractors qualified to provide, install, and configure an automated paging system at the Brunswick County 911 Center (80 Stamp Act Drive, Bolivia, NC, 28422) and the Backup 911 Center (1040 Calabash Road, Calabash, NC 28467). The system should allow for the provisioning of station-side alerting systems, but such installations will fall outside the scope of this RFP.

The system must be capable of ingesting text data from the CentralSquare Pro Suite Software (formerly Zuercher) and translating it to an audio message compromised of tone and voice dispatch. Radio transmissions will be accomplished via Motorola MCC 7500e and 7500w consoles over the state of North Carolina Highway Patrol VIPER radio system.

All proposals must be sealed and received by Brunswick County no later than October 2, 2023, at 5:00 pm ET. Those interested should submit four (4) hard copies and one (1) electronic copy of the proposal on a USB drive. A USB drive should also be utilized for any required audio samples as set forth herein. Sealed proposals may only be mailed or hand delivered to the following:

Brunswick County and the Brunswick County Sheriff’s Office (hereinafter collectively referred to as the “County”) are soliciting sealed proposals from qualified contractors to provide, install, and configure an automated paging system at the Brunswick County 911 Center (80 Stamp Act Drive, Bolivia, NC, 28422) and the Backup 911 Center (1040 Calabash Road, Calabash, NC 28467). The system should allow for the provisioning of station-side alerting systems, but such installations will fall outside the scope of this Request for Proposals.

Brunswick County will not be responsible for any costs or expenses incurred by the contractor in submitting a proposal or for any other activities associated with this procurement.

Any changes to the specifications or Scope of Work will be made in the form of an Addendum to this Request for Proposals (RFP) that will be supplied to all known prospective contractors and posted on the Brunswick County website. Notwithstanding the foregoing, contractors will be responsible for ensuring that they have all addenda. Brunswick County may negotiate and refine the final Scope of Work with the selected contractor. Brunswick County reserves the right to negotiate additional services with the selected contractor at any time after the initial contract award.

Brunswick County will not be responsible for the failure of any mail or delivery service to deliver a proposal prior to the stated date and time. Regardless of the manner of submission, any proposal received after the stated date and time will not be considered. Incomplete proposals or proposals inconsistent with the required format may be disqualified from consideration.

All communications between the County and prospective contractors regarding this RFP shall be submitted in writing. Any questions or requests for further information shall be directed to the attention of the Automatic Paging Selection Committee by mail, hand delivery, or emailing Bcso-rfp@brunswickncsheriff.gov. All questions must be received no later than 5:00 p.m. ET on August 30, 2023. A copy of all questions, further clarifications, and answers will be made in the form of an Addendum to this RFP and will be provided to all known contractors and posted on the County’s website. Notwithstanding the foregoing, contractors will be responsible for ensuring that they have all addenda.

Contractors are expressly prohibited from contacting any Brunswick County official or employee regarding this RFP, except in the manner noted in this section. A violation of this provision is grounds for the immediate disqualification of the contractor.
