Non-Emergency Medicaid Transportation Vendors
Fiscal Year 2018-2019

The Brunswick County Department of Social Services is currently seeking proposals from those vendors who would like to be considered for the distribution of rides under the Non-Emergency Medicaid Transportation (NEMT) program.  NEMT provides transportation to and from medical services on a non-emergent basis for eligible Medicaid recipients. The County requires vendors with experience in comprehensive planning and service delivery to provide transportation, upon request of the Department of Social Services, to approved medical appointments within and outside of Brunswick County.

Medicaid is required to assure transportation to medical appointments for all eligible individuals who need and request assistance with transportation. Transportation will be available if the recipient receives a Medicaid covered service provided by a qualified Medicaid provider (enrolled as a NC Medicaid provider).

Per Medicaid Transportation policy, Medicaid only pays for the least expensive means suitable to the recipient’s needs.  Currently, the county utilizes a per member per mile rate for billing of eligible rides and all billing is reconciled through NC TRACKS, the current multi-payer Medicaid management information system. Selected vendors will be ranked by their proposed rate, from lowest to highest.  Throughout the fiscal year, Brunswick County staff will offer all Medicaid Transportation rides to the vendor with the lowest rate.  Any rides not taken by the first vendor will be offered to the second lowest-rate vendor, any rides not taken will be offered to the third lowest-rate vendor, and so on until the client’s ride has been scheduled with one of the vendors.

Once a list of prospective vendors has been created, contract documents will be forwarded.  A detailed scope of work, as well as specific language referencing insurance requirements, scheduling of rides, payment submittal and timeline, etc. will be outlined in the contract documents.

Vendors must meet all federal, state and county requirements for those who wish to participate in NEMT programs, such as licensures, permits, insurance coverages, etc.

At a minimum, proposals shall include the following information:

  • Name of Company
  • NC Tracks Atypical Provider ID Number
  • Per Member, Per Mile Rate
  • Certification that your company meets all rules and requirements referenced above
