BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting this Monday, Oct. 21, 2024.

Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

Brunswick County live streamed this meeting via Zoom and will post the meeting replay on the County’s YouTube channel. Individuals are invited to share feedback on the live stream quality and experience to the Communications Department via email.

V. Approval of Consent Agenda

The Board unanimously approved the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal.

VI. Presentations

  1. Public Utilities - WEF Utility of the Future Today Award: The Board received the Water Environment Federation (WEF) Utility of the Future Today Award for Partnering and Engagement presented to Brunswick County Public Utilities at the recent WEFTEC annual conference. No action was taken.

VII. Public Hearings

  1. Planning – Boones Neck Road Closing: The Board held a public hearing on a request to consider closing of a portion of Boones Neck Road public right-of-way located at the Intracoastal Waterway near Holden Beach. There were five requests to speak at the public hearing. The Board unanimously denied the request to close the portion of Boones Neck Road public right-of-way.
     
  2. Planning – Rezoning Case Z-895 Appeal Request: The Board held a public hearing to rezone Tax Parcel 23100041 and a 2-acre portion of 2310004103 from R-6000 (High-Density Residential) to CLD (Commercial Low Density). There were three requests to speak. The Board moved 3-2 to approve the request to rezone Tax Parcel 23100041 to CLD and deny the request to rezone the 2-acre portion of Tax Parcel 2310004103 to CLD, with the consistency statement (Yes: Cooke, Forte, Williams, No: Thompson, Sykes).
     
  3. Planning – Rezoning Case Z-898 Appeal Request: The Board held a public hearing to rezone the former Southport ETJ to R-7500 (Medium Density Residential), R-6000 (High-Density Residential), SBR-6000 (High Density Site Built Residential), MR-3200 (Multifamily Residential), NC (Neighborhood Commercial), CLD (Commercial Low Density), CLDCZ (Commercial Low Density Conditional District), IG (Industrial General), RR (Rural Residential), and CP (Conservation and Protection). 
     
    The NC General Assembly relinquished Southport's Exterritorial Jurisdiction (ETJ) to Brunswick County effective July 1, 2024. The statute gave Brunswick County 60 days to apply County zoning to the former ETJ area or risk the area having no zoning.
     
    Planning staff recommend approval of the initial zoning of 615 properties for Case Z-898 to be rezoned as listed above based on the information provided, the surrounding area, current issues, the Blueprint Brunswick 2040 Land Use Plan (CAMA Land Use Plan), and other adopted Brunswick County plans and policies. 
     
    The Planning Board unanimously approved zoning for 612 tax parcels in the former Southport ETJ on Aug. 12, 2024, and unanimously approved zoning for three tax parcels (221OA037, 221LA01501, and 221MC00702) in the former Southport ETJ on Sept. 9, 2024. During the 15-day appeal period for the Aug. 12 zoning decision, numerous appeals were submitted for Rezoning Case Z-898. Three appeals were from within the ETJ area itself, bringing the rezoning case before the Board of Commissioners for a de novo public hearing and the Commissioners’ consideration. There were no appeals submitted for the Sept. 9 zoning decision of the three parcels during the 15-day appeal period.
     
    There were seven requests to speak at the public hearing. The Board unanimously approved the rezoning with the consistency statement with the following adjustments: 
    • Removed and tabled discussion and consideration on Tax Parcel 23800001 for the Nov. 4 regular meeting.
    • Pulled out Tax Parcel 221NC002, which is Commissioner Pat Sykes’ property. The Board members excluding Commissioner Sykes unanimously approved 4-0 Sykes’ request to recuse herself from the vote. The Board unanimously approved 4-0 the rezoning of Tax Parcel 221NC002. 

VIII. Administrative Report

  1. Administration – PTC8 After Action Report Process: The Board unanimously authorized a task force to conduct an in-depth evaluation of the County's response to Potential Tropical Storm Eight.
     
  2. Administration – Residential Development Concerns Information and Recommendations: The Board received requested information about residential moratoria under the provisions of N.C.G.S. 160D-107 as well as staff recommendations to address public safety issues raised by Board members at their meeting on Sept. 23, 2024. The Board approved (4-1) for staff to bring a recommendation on implementing the 100-year flood standards at the second meeting in November (Yes: Thompson, Sykes, Forte, Williams; No: Cooke). The Board denied 3-2 a motion to direct staff to present a moratorium proposal at a future meeting in November (No: Cooke, Forte, Williams; Yes: Thompson, Sykes).

Brunswick County Board of Commissioners hold regular meeting Monday, Oct. 21

BOLIVIA, N.C. – The Brunswick County Board of Commissioners will meet for a regular meeting at 6 p.m. this Monday, Oct. 21, 2024. The public is welcome to attend in person or watch live online via Zoom (details below).

The commissioners’ chambers are on the first floor of the David R. Sandifer Administration Building at 30 Government Center Drive in Bolivia (28422).

Note: Brunswick County Planning is holding a one-on-one information session for the former Southport ETJ area on Monday, Oct. 21 before the Board of Commissioners meeting. Planning staff will be available between 4 to 6 p.m. to address questions about the recommended rezoning and discuss what density levels and uses are allowed within each zoning designation. Community members can come at any time during the session time frame. The information session will take place in the hallway outside the Commissioners Chambers. Click here to learn more.
 
During the regular meeting at 6 p.m., the Board of Commissioners will hold a public hearing on Rezoning Case Z-898 Appeal Request to rezone the former Southport ETJ (see details in the agenda preview below). Public Comment and Hearings

Most regular meetings include a time for public comment before the commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
