Here’s what you missed at the June 16 Brunswick County Board of Commissioners regular meeting

MEDIA RELEASE

BOLIVIA, N.C. – The Brunswick County Board of Commissioners met for a regular meeting at 6 p.m. this Monday, June 16, 2025

The Board adopted the Fiscal Year 2026 recommended budget following the continuation and closure of the public hearing originally opened on Monday, June 2. The recommended budget can be viewed in the Brunswick County Agendas and Minutes Portal and at brunswickcountync.gov/budget.

The FY26 adopted budget will guide Brunswick County’s operations and services from July 1, 2025, through June 30, 2026. It includes the adopted budget ordinance, capital improvement plan, and schedule of fees for FY26.

There are no changes to the current property tax (ad valorem) rate of 34.20 cents in the FY26 budget. There are also no proposed changes to retail (residential) water and wastewater rates in FY26.

III. Adjustments/Approval of Agenda

The Board unanimously approved (4-0) the agenda with the following amendment:

  • Remove the Administrative Report item titled County Attorney – Proposed Legislation Prohibiting Open Burning of Land Clearing Debris Involving More than Five Contiguous Acres from the agenda to receive additional requested information before it is considered at another future meeting.  

V. Approval of Consent Agenda

The Board unanimously approved (4-0) the consent agenda as presented. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal

VI. Presentations

  1. Cooperative Extension – Presentation by NCACC Conference Youth Voice Delegate, Mackenzie Prevost: The Board received a presentation from NCACC Annual Conference Youth Voice Delegate, Mackenzie Prevost. No vote was taken.
     
  2. Planning – Presentation on the Planning Department's Residential Development Dashboard: Planning staff presented an overview of the Planning Department’s Residential Development Dashboard. No vote was taken. A presentation on the dashboard’s features is available on the Brunswick County Agendas and Minutes Portal.

VII. Public Hearings

  1. Clerk to the Board – Public Hearing – FY 2026 Budget Ordinance, Fees, and Capital Improvement Plan: The Board continued the public hearing regarding the FY 2026 Budget Ordinance, Fees, and Capital Improvement Plan from June 2, 2025. There were no requests to speak. The public hearing was closed. 

VIII. Administrative Report

  1. Administration – Fiscal Year 2026 Budget Ordinance, Fees, Capital Improvement Plan,and Opioid Settlement Fund Resolution: The Board moved 3-1 to adopt the Fiscal Year 2026 budget ordinance, schedule of fees, five-year capital improvement plan, and a resolution for the use of opioid settlement funds. (Yes: Thompson, Cooke, Williams; No: Forte)

  2. Administration – Fiscal Year 2026 One-Time Use of Reserves to Support Public and Environmental Safety: The Board unanimously amended (4-0) the FY 2026 budget by appropriating available ARP-Enabled fund balance and County project reserves to support one-time costs for public and environmental safety.

  3. Administration – C-PACE Program Notice of Intent: The Board unanimously adopted (4-0) a notice of intent to join the C-PACE Program and schedule a public hearing on the program for the July 21, 2025 board meeting.

  4. Administration – Fire Department Personnel Subsidy: Commissioner Thompson requested the Board consider providing the non-profit fire departments a fund balance transfer of subsidy funds from the general fund of $6,894,755. This amount would be sufficient to support four paid staff members round-the-clock for all non-profit fire departments for FY26. No vote was taken.

  5. Utilities – Grant Agreement – Brunswick County Sewer Pump Stations Rehabilitation Project: The Board unanimously approved (4-0) and accepted the attached grant agreement with the EPA for the Brunswick County Sewer Pump Station Rehabilitation Project and authorized staff to submit all required grant documentation. The grant value is $1,250,000 with a 20% match utilizing County funds.

IX. Board Appointments

  1. Clerk to the Board – Board Re-Appointment/Appointments – Library Board Districts 1, 2, and 4 / Voluntary Agricultural District Board: The Board unanimously appointed/reappointed (4-0) the following individuals to select county advisory boards and committees:
    • Library Board (District 1): Appointed Jayne Mathews 
    • Library Board (District 2): Reappointed Diane Dornfeld
    • Library Board (District 4): Appointed Marlene DeFrancesco
    • Voluntary Agricultural District Board: Reappointed Travis Potter (Farm Bureau appointee)

XI. Closed Session

  1. Clerk to the Board – Closed Session: The Board unanimously moved to enter into closed session pursuant to N.C.G.S. 143-318.11(a)(1)(5) to approve closed session minutes and to discuss acquisition of property. There was nothing to report upon the Board’s return from closed session.

Board of Commissioners consider adoption of FY26 budget during regular meeting Monday, June 16

BOLIVIA, N.C. – The Brunswick County Board of Commissioners will meet for a regular meeting at 6 p.m. this Monday, June 16, 2025. The public is welcome to attend in person or watch live online via Zoom (details below).

The public hearing for the Fiscal Year 2026 (FY26) recommended budget will continue during this meeting. Following the public hearing, the Board will consider adoption of the FY26 recommended budget, proposed schedule of fees, and capital improvement plan (CIP).

The FY26 recommended budget will guide Brunswick County’s operations and services from July 1, 2025, through June 30, 2026. Public Comment and Public Hearings

Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
