The Brunswick County Board of Commissioners met for a regular meeting at 3 p.m. on Monday, March 2, 2026.
Below is a quick recap of the actions taken on selected agenda items during the regular meeting. Residents can watch the meeting replay, view the full agenda and accompanying reports and subscribe to agenda notifications on the Brunswick County Agendas and Minutes Portal.

III. Adjustments/Approval of Agenda
The Board unanimously approved the agenda as amended:
- Moved Consent Agenda items No. 3, 4, and 5 to Administrative Report.
V. Approval of Consent Agenda
The Board unanimously approved the consent agenda as amended. The full list of the approved consent agenda items is available on the Brunswick County Agendas and Minutes Portal.
VI. Presentations
- Administration - Certificate of Excellence in Financial Reporting, Distinguished Budget Presentation Award, and Popular Annual Finance Report: The Board received a presentation of the Government Finance Officers Association awards for the Certificate of Excellence in Financial Reporting, the Distinguished Budget Presentation Award, and the Popular Annual Financial Report. No vote was taken on this item. Brunswick County Finance has received the Certificate of Excellence in Financial Reporting for 24 consecutive years and the Distinguished Budget Presentation Award for 19 consecutive years. This also marks the first time the County has received the Popular Annual Finance Report recognition for its first-ever PAFR document.All budget documents can be viewed on the County’s website at brunswickcountync.gov/budget and brunswickcountync.gov/pafr.
- Emergency Management - Overview of the Image Trend Records Management System: The Board received a presentation on the Image Trend records management system. The Image Trends system is used to track and record response times, statistics, and other data and measures for the EMS units and fire departments across Brunswick County. Staff answered the Commissioners’ questions on the system. No vote was taken on this item.
- Human Resources - Presentation - Market Study Results and Associated Recommendation(s) from Piedmont Triad Regional Council Consultant, David Hill: The Board received a presentation from David Hill, Piedmont Triad Regional Council (PTRC), regarding the results of the salary market study and associated recommendation(s) to be considered as a part of the upcoming budget process. No vote was taken and no decisions were made during the discussion on this item.Staff will continue to work with the consultant to address the Commissioners’ remaining questions and requests for more information. Staff will also work on identifying ways to build the study’s recommendations into the proposed Fiscal Year 2027 budget, which is currently being developed and will be presented to the Board at an upcoming meeting. The Board will ultimately consider the adoption of a budget for FY 2027 in June 2026.
VII. Administrative Report
- County Attorney – BSL Residential Water and Sewer Extension, Phase 5 Deed of Dedication (moved from Consent Agenda): After receiving information from the County Attorney, the Board unanimously accepted the deed of dedication for water and sewer infrastructure for BSL Residential Water and Sewer Extension, Phase 5.This deed involves the utility infrastructure for 36 residential lots. The developer is responsible for all costs related to the design, construction, permitting, and testing of the infrastructure. The value of the infrastructure the developer built is $198,400 for water and $220,200 for sewer. The NC Department of Environmental Quality has already signed off on the permit for this infrastructure, and there is physical capacity in the County’s water and sewer systems to accommodate this development’s expected flow.
- County Attorney – Harper Acres Deed of Dedication (moved from Consent Agenda): After receiving information from the County Attorney, the Board unanimously accepted the deed of dedication for water and sewer infrastructure for Harper Acres.This deed involves the utility infrastructure for 17 residential lots. The developer is responsible for all costs related to the design, construction, permitting, and testing of the infrastructure. The value of the infrastructure the developer built is $47,440 for water and $97,516.22 for sewer. The NC Department of Environmental Quality has already signed off on the permit for this infrastructure, and there is physical capacity in the County’s water and sewer systems to accommodate this development’s expected flow.
- County Attorney – Ocean Isle Beach, Ph A1-1 Deed of Dedication (moved from Consent Agenda): After receiving information from the County Attorney, the Board unanimously accepted the deed of dedication for water and sewer infrastructure in Ocean Isle Beach, Phase A1-1.This deed involves the utility infrastructure for 24 residential lots. The developer is responsible for all costs related to the design, construction, permitting, and testing of the infrastructure. The value of the infrastructure the developer built is $225,400 for water and $1.579,500 for sewer. The NC Department of Environmental Quality has already signed off on the permit for this infrastructure, and there is physical capacity in the County’s water and sewer systems to accommodate this development’s expected flow.
Following action on the Administrative Report Items No. 1, 2, and 3, Commissioner Thompson made a motion for Planning staff to freeze the review of any development applications it has already received and to hold on accepting any more project applications until the issue with the State concerning sewer extension applications is resolved. Commissioner Sykes seconded the motion. The Board entered into discussion on the motion. Staff advised that they could continue to pause on submitting any new sewer extension applications to the NC Department of Environmental Quality, which the County is currently doing based on advice from DEQ staff as they work to provide the State with requested data. However, any action directing Planning staff to hold on taking development applications, which is different from sewer extension applications, would require a hearing for a moratorium to comply with state law and the County’s Unified Development Ordinance requirements.
Staff reminded the Board that any development moratorium for projects which include sewer line extensions must include commercial and industrial development as well as residential development, which would mean that applications to build facilities like businesses, stores, medical offices, and other places that offer employment opportunities or recreational activities would be halted. Staff also reminded the Board that Brunswick County is not actually out of hydraulic (physical) wastewater capacity in the sewer system, and that this situation is only occurring because DEQ recently changed how they calculate available wastewater capacity for new sewer line extension permit applications based on Session Law 203-55 (SB 673).
At this time, it appears that Brunswick County is the first county in the state where DEQ is applying these new changes in their calculations, even though the Session Law applies statewide. Currently, DEQ’s change only affects applications for new sewer line extension permit requests, so any projects that have already received their sewer line extension permits (like Administrative Report Items No. 1, 2, and 3) are not affected.
Staff advised the Board that if the motion passes as stated, it would violate state statute and that a hearing would be required. Staff recommended that the Board rescind or deny the motion because of these legal concerns but also noted that they cannot stop the Board from making a motion or taking a vote on the issue if they so desire.
The vote proceeded with the motion as originally stated, and the motion was denied 3-2 (No: Forte, Cooke, Williams; Yes: Thompson, Sykes).
VIII. Board Appointments
- Clerk to the Board – Carolina Shores ETJ Alternate Planning Board Appointment: The Board unanimously approved Loretta Burkett as the Planning Board ETJ appointee for Carolina Shores.
- Clerk to the Board – St. James Firemen's Relief Fund Board Appointment: The Board unanimously approved the requested appointment of Susan Boyer to the St. James Firemen's Relief Fund Board.
IX. Other Business/Informal Discussion
- Chairman Forte made a motion for Brunswick County to donate $25,000 to the nonprofit organizing the North Carolina Fourth of July Festival. A representative from the nonprofit spoke before the Board during public comment. Commissioner Williams asked if this request could wait until the March 16 meeting so that it can appear on the agenda. The Board directed staff to add the item to the March 16 agenda.

Public Comment and Public Hearings
Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.
Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.
Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
